论外交事务中的大众传媒因素

【摘要】：大众传媒作为一种信息传播形式，有着传播速度快、范围广、影响力度深等诸多特点，，是全世界最普遍的信息获取形式。21世纪的今天，电视、报纸、广播、杂志等传统媒体形式与手机、网络等新媒体平台交织成为信息爆炸化的全球性传播网络。在此种背景下大众传媒的功能有了进一步的延伸，大众传媒在外交事务中扮演着重要角色。 大众传媒在外交事务中，既是政府的喉舌，也是舆论精英和民众讨论外交事务的平台，既是塑造国家形象和对外文化输出的工具，也是打击敌对国家的有效武器。在和平发展的今天，境外右翼媒体对中国的妖魔化宣传对中国外交起到了相当负面的影响。在新媒体时代，如何进一步加强国际传播能力建设，掌握话语权，助力中国外交，是中国外交和媒体面临的重大课题。
[Abstract]:The mass media, as a form of information transmission, has many features such as fast propagation speed, wide range and deep influence, and is the most common form of information acquisition in the world. In the 21st century, the traditional media forms such as television, newspaper, radio, and magazines are in the form of the mobile phone. The new media platform, such as the network, is interweaved into a global communication network of information explosion. In this context, the function of the mass media has further extended, and the mass media plays an important role in foreign affairs. In foreign affairs, the mass media is not only the mouthpiece of the government, but also the platform for the public opinion elite and the people to discuss the foreign affairs. It is both a tool for shaping the image of the state and the output of the foreign culture, as well as the effective force against the hostile countries. In the present day of the peaceful development, the overseas right-wing media has a rather negative shadow on China's diplomacy In the new media age, how to further strengthen the capacity-building of international communication, to master the voice and to help China's diplomacy is a major lesson for China's diplomacy and the media
