兰州市“乡村学校少年宫”建设现状问题与对策研究

【摘要】:近年来,,随着我国改革开放后经济的快速增长和社会的急剧转型,我国基础教育获得长足发展,社会基本需求发生了深刻变化。大力促进教育公平,合理配置教育成为广大人民群众对基础教育的迫切期望和对优质教育资源的深切需求,也成为党和政府的重要教育国策。这不仅要求全方面、多层次地加快建立覆盖全体社会成员的基本公共文化服务体系,而且要求尽快转变思想,寻求发展基础教育的创新型模式。同时,随着我国基础教育发展的步伐,其过程中的区域差别、城乡差别、群体差别等现象也越来越受到社会关注,作为西部欠发达城市,兰州市基础教育长期受经济、文化、环境、招生制度等因素制约,教育资源配置不均衡、公共文化服务体系不健全现象依然存在,偏离了基础教育均衡化发展和为农村提供优质公共文化服务的目标。 “乡村学校少年宫”作为推进未成年人思想道德建设和农村公共文化服务的有效途径和创新性载体,目的是要有效利用农村中小学校现有场地、设施和师资,在课余时间和节假日组织开展面向农村未成年人的思想道德建设、文体活动、科普活动等普及性课外活动,丰富广大未成年人的精神文化生活,大力促进城乡教育均衡化、一体化发展。因此,本书希望通过对兰州市“乡村学校少年宫”建设现状研究,为实现基础教育均衡发展找到一个适合的切入点和有效途径,具有极其深远的意义。作者首先是对“乡村学校少年宫”建设背景及基本职责进行了理论分析,接着对兰州市“乡村学校少年宫”建设现状进行描述,在与其他地区“乡村学校少年宫”建设发展对比、经验借鉴的基础上发现问题,提出有效的对策建议;其次,本文在实地调研的基础上对兰州市“乡村学校少年宫”发展状况进行了实证分析,并从服务水平、覆盖均衡度、运行资金、管理水平等维度探讨了造成其建设发展困境的原因;最后,本文从提升服务意识、拓宽融资渠道、规范管理制度、强化师资培训、加强文化建设等几方面提出实现兰州市“乡村学校少年宫”科学健康发展的对策建议。
[Abstract]:In recent years, with the rapid growth of economy and the rapid transformation of society after the reform and opening up in China, the basic education of our country has made great progress, and the basic social needs have undergone profound changes. To promote education fairness and to allocate education rationally becomes the urgent expectation of the masses to basic education and the deep demand for high quality educational resources. It also becomes an important education policy of the Party and the government. This requires not only to speed up the establishment of a basic public cultural service system covering all members of society, but also to change ideas as soon as possible and to seek an innovative model for the development of basic education. At the same time, with the pace of the development of basic education in our country, the regional differences, the differences between urban and rural areas, the differences between groups and so on in the process of basic education are paid more and more attention by the society. As an underdeveloped city in the west, the basic education of Lanzhou has been receiving economy and culture for a long time. Factors such as environment, enrollment system, unbalanced allocation of educational resources and imperfect public cultural service system still exist, which deviate from the goal of balanced development of basic education and provision of high quality public cultural services for rural areas. As an effective way and innovative carrier to promote the ideological and moral construction of minors and public cultural services in rural areas, the "Children's Palace in Rural Schools" aims to make effective use of the existing sites, facilities and teachers in rural primary and secondary schools. To organize, in their spare time and holidays, ideological and moral construction, cultural and cultural activities, and popularization of science activities for rural minors, so as to enrich the spiritual and cultural life of the vast number of minors, and vigorously promote the equalization of education between urban and rural areas. Integration development. Therefore, this book hopes to find a suitable breakthrough point and effective way to realize the balanced development of basic education by studying the present situation of the construction of "Rural School and Children's Palace" in Lanzhou City, which has extremely far-reaching significance. First of all, the author makes a theoretical analysis of the background and basic duties of the construction of "Children's Palace in Rural Schools", and then describes the present situation of the construction of "Children's Palace in Rural Schools" in Lanzhou City. In contrast with the construction and development of "rural school children's palace" in other areas, the author finds out the problems on the basis of experience, and puts forward effective countermeasures and suggestions. Secondly, on the basis of field investigation, this paper makes an empirical analysis on the development of "Children's Palace of Rural Schools" in Lanzhou City, and analyzes the level of service, the balance of coverage, the operating funds. Management level and other dimensions to explore the causes of its construction and development difficulties; Finally, this paper puts forward countermeasures and suggestions to realize the scientific and healthy development of "Children's Palace in Rural Schools" in Lanzhou City from several aspects, such as raising service consciousness, widening financing channels, standardizing management system, strengthening teacher training, strengthening cultural construction, and so on.
