【摘要】：盟国对德管制委员会,是1945年5月至1948年3月期间执掌德国主权的四国合作军政府机构。它将德国划分为四大占领区(苏占区、美占区、英占区与法占区),并以此实施“4D”计划(非工业化、非军事化、非纳粹化与民主化),对德国进行全盘削弱和改造。作为由四大反法西斯盟国共同构建的国际性组织,盟国对德管制委员会在二战至冷战的过渡时段中扮演了独特的角色：它既是四国长期合作的象征,却又充斥着各国间的分歧与猜忌；它身为盟国“全盘占领”政策的最终产物,然又时时受四大占领区之间的分裂争端所搅扰。它既孕育了一个全新的德国,也引发了德国、欧洲乃至全世界的分裂对峙。
[Abstract]:The Allied Commission for the Control of Germany, the cooperative military junta that ruled German sovereignty from May 1945 to March 1948, divided Germany into four occupied territories (Soviet occupation, United States occupation). The British and French territories, and the implementation of the "4D" plan (deindustrialization, demilitarization, demilitarization, non-Nazization and democratization), to completely weaken and transform Germany... as an international organization formed jointly by the four major anti-fascist allies, The Allied Council of Control of Germany played a unique role during the transition from World War II to the Cold War: it was both a symbol of long-term cooperation among the four countries, but full of differences and mistrust among nations; it was the culmination of an ally's policy of "total occupation". However, it is always disturbed by the separatist dispute between the four occupied territories. It has given birth to a new Germany, but also triggered a divisive confrontation between Germany, Europe and the whole world.
