【摘要】： 在国际关系中,对外援助具有不可取代的重要作用和研究价值。对外援助是一种经济性的政策行为,却常常会带有极为浓厚的政治、安全和意识形态等多方面的深远蕴涵。对外援助牵涉到国际关系的各个方面,它同援助国的国家发展战略、外交政策息息相关,体现了援助国的战略意图和政策目标,透过外援我们能够看到不同时期国际关系的变化,包括援助国的战略调整、外交走向等。政府开发援助是对外援助中的重要研究领域。日本政府开发援助是其对外政治、经济关系的重要组成部分,是日本战后以来发挥国际作用,扩大国际影响的最有效方式。对于一个在经济上受到重创,政治上受到制裁,军事上受到限制的日本来说,政府开发援助从来就是其国家发展战略中的重要工具和有效手段。本文第一章,日本政府开发援助的历史回顾,第二章,日本政府开发援助政策的决策与实施体系,第三章,日本政府开发援助的特点和评价。
[Abstract]:In international relations, foreign aid has important function and research value can not be replaced. The foreign aid policy is a kind of economic behavior, often with very strong political, security and ideology, far-reaching implication of foreign aid. It involves various aspects of international relations, with the aid of it the national development strategy, foreign policy is closely linked, embodies the assistance to China's strategic intention and policy objectives, through foreign aid we can see the change of international relations in different periods, including the strategic adjustment of donors, diplomacy and so on.
Official development assistance is an important research field in foreign aid. The Japanese government development assistance is an important part of its political and economic relations, is Japan's post-war international role, the most effective way to expand international influence. For a hit in the economic, political sanctions, restrictions on the Japanese military the government, development assistance is always the important tool in its national development strategy and effective means.
The first chapter is the historical review of the Japanese government's development aid. The second chapter is the decision making and implementation system of the Japanese government's development aid policy. The third chapter, the characteristics and evaluation of the Japanese government's development aid.
