论穆巴拉克时期埃及医疗卫生困境及其形成因素

【摘要】：尽管穆巴拉克时期埃及在医疗卫生领域取得了一些进展,但也遭遇了医疗卫生资源分布不均、效率低下、医疗保险利用率低、青年医疗卫生问题突出、妇女医疗卫生状况不容乐观等瓶颈。这些困境的形成,主要因素有三:一是人口过快增长吞噬了这时期医疗卫生领域发展的成果;二是穆巴拉克政府的医疗卫生政策顶层设计自身存在缺陷;三是经济、传统文化与教育因素的影响。这个时期埃及医疗卫生事业发展遭遇的困境,反映了穆巴拉克政权推动埃及现代化进程的缺陷。
[Abstract]:Although Egypt made some progress in the field of health during Mubarak's time, it also encountered uneven distribution of medical and health resources, inefficiency, low utilization rate of medical insurance, and prominent health problems among young people. Women's medical and health status is not optimistic and other bottlenecks. There are three main factors contributing to these difficulties: first, rapid population growth has swallowed up the achievements of medical and health development in this period; second, there are defects in the top-level design of the Mubarak government's medical and health policy; and third, the economy. The influence of traditional culture and educational factors. The difficulties encountered by Egypt's medical and health services during this period reflect the shortcomings of the Mubarak regime in promoting Egypt's modernization process.
