新加坡工业化进程中的工资政策

【摘要】: 在新加坡工业化进程中,政府曾经利用工资政策来促进工业化的发展。新加坡政府利用工资政策的特点体现在不同的工业化战略时期。在进口替代工业化时期和出口导向工业化初期(1972年以前),新加坡政府主张压低工资来吸引投资发展经济。这一时期,政府通过立法的方式对干预工资。1972年以后,新加坡经济取得了一定的发展,在政府倡导下成立了一个具有三维性质的机构——全国工资理事会,从此新加坡政府对工资的干预有了专门的指导机构。在这个机构的指导下,新加坡政府利用工资政策压低成本提高竞争力、促进产业升级、解决国内经济困难等。 新加坡工资政策如此顺利的被广泛执行,关键是新加坡有特殊的政治环境。人民行动党执政以来,,以经济发展为主要战略目标,打击左派、改造劳工。使新加坡国内的反对势力大大减少,传统的工会被改造成听话的工会。这样的政治特色为新加坡经济战略的实施和工资政策推行提供了有效的政治环境。
[Abstract]:In the process of industrialization in Singapore, the government used wage policy to promote industrialization. The Singapore government utilizes the wage policy characteristic manifests in the different industrialization strategy time. During the period of import substitution industrialization and early export-oriented industrialization (before 1972), the Singapore government advocated lower wages to attract investment to develop the economy. During this period, the government intervened in wages by way of legislation. Since 1972, the Singapore economy has made certain progress. At the initiative of the government, a three-dimensional organization, the National wage Council, was set up. Since then, the Singapore government's intervention in wages has a special guidance body. Under the agency's guidance, the Singapore government uses wage policies to reduce costs and improve competitiveness, promote industrial upgrading, and solve domestic economic difficulties. Singapore's wage policy has been implemented so smoothly, the key is that Singapore has a special political environment. Since the people's Action Party came into power, it has taken economic development as its main strategic objective, cracking down on the left and reforming the labor force. The opposition in Singapore has been greatly reduced, and traditional unions have been transformed into obedient unions. Such political features provide an effective political environment for the implementation of Singapore's economic strategy and wage policy.
