论胡佛缓债计划

【摘要】：赔款战债问题作为第一次世界大战的遗留问题,困扰着20世纪整个二三十年代的欧美国际关系。为解决这一问题,相关国家从自己利益出发提出了各种解决方案。1929年资本主义世界爆发经济危机后,美国总统胡佛提出了缓债计划,宣布所有政府间债务延期偿付一年,试图以此解决危机问题并促进世界经济形势的好转。由于没有认清危机发生的根本原因,胡佛的缓债计划既没有解决赔款与战债问题,也未能挽救美国与其他国家的经济危机。
[Abstract]:As a legacy of World War I, the debt problem of indemnity war perplexed the international relations between Europe and the United States throughout the 1920s and 1930s. In order to solve this problem, the countries concerned have put forward various solutions from their own interests. After the economic crisis broke out in the capitalist world in 1929, US President Hoover put forward a debt relief plan and announced a one-year postponement of all intergovernmental debt payments in an attempt to solve the crisis and promote the improvement of the world economic situation. Hoover's debt relief plan did not solve the problem of compensation and war debt, nor did it save the economic crisis in the United States and other countries because he did not understand the root cause of the crisis.
