1907年《英俄协定》与英俄在波斯的争夺

【摘要】：十八世纪末十九世纪初起,波斯便因优越的战略位置和资源优势引来周边俄国和英国的觊觎。十九世纪下半叶,英俄两国在波斯的争夺日益激烈,紧张局面一触即发。但随着德国势力的崛起,俄国在日俄战争中的失败等国际因素,以及英国和俄国面临的国内各种矛盾,在波斯立宪革命的刺激下,英俄双国决定暂时搁置争斗,签订了 1907年《英俄协定》。1907年《英俄协定》具有重要的历史意义,在之后的近半个世纪中影响着英俄两国的外交政策和波斯的历史进程。首先,该协定对一战前的国际局势具有战略意义,标志着欧洲两大对立阵营的最终形成。其次,该协定促进了一战时英俄两国在波斯境内对德国势力的驱逐和对波斯的进一步控制。再者,该协定所规定的内容及其背后的扩张意图也影响了苏维埃政府成立后英苏两国对波斯(1935年更名为“伊朗”)的重新瓜分和控制,直到美国介入波斯事务,以及英国和苏联因为自身实力衰落等原因不得不从波斯撤军,1907年《英俄协定》所确立英俄等大国在波斯的局势才最终被打破。1907年《英俄协定》是英俄两国争夺波斯过程的蓝本,从中可以看出英俄争夺波斯的基本态势和战略意图。
