明清以至民国时期海洋民间组织的历史演变与当代启示——以海洋渔业生产互助组织为中心的考察

【摘要】：明清以至民国时期,既是中国国内海洋经济与海洋社会形成、发展的时期,又是中外海洋社会经济大碰撞的时期。这一时期,伴随着国家海洋政策的不断变化,传统海洋管理形式出现较大调整,海洋民间组织作为海洋管理的新生力量开始登上历史舞台,陆续出现"渔民帮会"、"渔民公所"、"渔团"、"渔会"等多种组织形态,并在海洋渔业生产等方面发挥了重要作用。但同时,其自身所具有的封闭性和排外性特点以及来自政府权威的压力和干涉,又极大地限制了这种作用的发挥。
[Abstract]:The period of Ming and Qing dynasties and even the Republic of China is not only the period of the formation and development of China's domestic marine economy and marine society, but also the period of great collision between Chinese and foreign marine society and economy. During this period, with the continuous changes of the national marine policy, the traditional marine management has been greatly adjusted. As a new force of ocean management, the marine civil society began to take on the stage of history. Various organizational forms such as "fishermen's gang", "fishermen's office", "fishing group", "fishing association" and so on have appeared in succession, and have played an important role in marine fishery production and so on. But at the same time, its own closed and exclusive characteristics, as well as the pressure and interference from the government authority, greatly limited the role of this role.
