秦汉时期招降战略战术研究

【摘要】： 招降研究的现实意义在于全面认识和重新定位军事活动领域中的传统作战观念，也有助于提升这种古典作战形态——招降战的重新检讨和研判。 从实践层面讲，招降是一种借助各种方式号召、劝谕敌人投降以争夺敌方资源的活动过程；从理论层面而言，招降是一种借助各种方式号召、劝谕敌人投降以争夺敌方资源的战术战略思想。招降有三个要素，一是招降者(或招降决策者)；二是招降信息；三是招降目标。 招降观察主要聚焦于招降技术、招降实践、招降理论、招降辅助四个主要层面。招降技术是招降艺术的重要参照指数。秦汉时期的招降技术主要有：游说招降、示惠招降、告示招降、诏书招降、实物招降、书信招降、降人招降、遣使招降、人质招降、檄文招降，赏格招降、战地招降、赦罪招降、恩信招降。呈灵活多变，各领风骚，多元化发展的特征。 招降实践是招降理论及其招降技术检验的重要平台。农民战争，统一战争，民族战争、平叛战争等一系列战争，既为招降理论和招降技术的酝酿提供了得天独厚条件，也同时提供了检验的平台。招降技术、招降理论的优劣直接关系斗争格局的演变和发展方向。招降理论是招降技术和招降策略的总体指导思想，具有鲜明的时代特征。以贾谊“三表五饵”为代表的招降理论成为汉代招降匈奴策略的总体指导性方针，对汉匈民族关系的演变产生重要影响。 招降辅助是招降取得成功和保持连续性的重要保障机制。汉代从残酷杀戮降者的阴影之中走了出来，能够理性对待降者群体，，充分显现民本思想、重农精神和思维智慧。秦汉时期接纳降者的官员、机构有临时性设置、长期性设置之分，在名称上没有后世那样明确、精致、典雅。两汉政府全方位、多层次惩防叛降举措体系闪现的是深谋远虑和未雨绸缪的防叛思维，集中反映了汉代高度重视惩防叛降犯罪的政治意识。汉代“受降如受敌”的防范诈降理念，标志着汉代在应对诈降活动的思维上跨入了成熟形态。这一系列招降辅助性举措有力地保证了汉代接纳降者的有序性和高效性。 因此可以说，秦汉时期的招降历经了巨大嬗变，最后与儒学相结合。以贾谊的“三表五饵”为代表的招降理论，标志着中国招降理论渐趋于成熟，对后世产生了深远影响。
