明代宣大总督的粮饷权

【摘要】：通过对宣大总督粮饷权的具体考察,发现该总督在定设之前有时兼理粮饷,有时则不兼理,定设之后,一般兼理粮饷。宣大总督对三镇钱粮主要起提纲挈领的作用,不过问具体事务,总督负责经理的主要是总督标兵钱粮和操赏、抚赏银两。崇祯末年,为解决拖欠宣大等镇的民运,设置了督理宣大粮饷户部侍郎。从钱粮上看,在相当长的时间内,宣大总督并未成为完全独立的利益实体,这种状况不利于其职能履行。
