【摘要】:教案处置是晚清从中央到地方的一大繁难政务,尽管因事涉外交受制于外国,但就清方而言毕竟也有其处置上的职能实施主体(相关机构及职官),有其一定的决策机制和办理程序。从总理衙门到外务部,属中央的负责机关;地方上各级官署之外,还需特别注意到省区的"委审局"、"教案局"、"洋务局"之类的相关职能性办事机构。教案处置具体情况复杂,除明了在当时特定政治体制下,有与其他方面政务处置程序上的某些一般仿同性之外,也需体察基于外国制约等因素而致的特别局面和微妙情节。
[Abstract]:The disposal of teaching case is a complicated and difficult government affairs from the central government to the local government in the late Qing Dynasty. Although it is subject to foreign affairs due to foreign affairs, the Qing side after all also has its disposal function implementation main body (the related organization and the official). There are certain decision-making mechanisms and processing procedures. From the Premier's Yamen to the Ministry of Foreign Affairs, it is the responsible organ of the central government; In addition to the local authorities at all levels, special attention should also be paid to the "commission and administration", the "teaching and file bureau", and the "foreign affairs bureau" of the provincial and district departments. The handling of teaching plans is complex. In addition to knowing that under the specific political system at that time, there are some general similarities with other aspects of the administrative procedures, special situations and subtle circumstances arising from factors such as foreign constraints should also be observed.
