从市参议会质询权之行使看战后上海的社会治理

【摘要】："质询"是指行政当局作施政报告后,议员就施政方针、行政举措等提出质问的权利,是民意机关行使监督权的表现。抗战胜利后,上海市参议会之质询是整个行政监督程序之一环。质询内容涉及市民生活方方面面,聚焦于民生困苦、行政绩效、特定行政政策。活跃参议员带动质询氛围,媒体报道放大质询效应,质询之后的施政报告决议案则指明改进方向。通过质询,民意机构与行政机关之间基本实现了告知、表达、辩论、参与、监督之功能。
[Abstract]:"question" refers to the members' right to question the policy objectives, administrative measures, etc. After the Administration has delivered the policy address, it is the expression of the exercise of supervisory power by the public opinion organs. After the victory of the War of Resistance against Japan, The inquiry of the Shanghai Senate is a part of the whole administrative supervision process. The contents of the inquiry involve all aspects of the people's life, focusing on people's livelihood hardship, administrative performance, and specific administrative policies. Media reports amplify the question effect, and the policy address resolution after the question indicates the direction of improvement. Through the inquiry, the functions of informing, expressing, debating, participating in, and supervising the public opinion organization and the executive organ are basically realized.
