《人民日报》“学校下放”讨论述评

【摘要】：《人民日报》"学校下放"讨论长达8年,刊登了近千封来信和文章,它构成"文革"中一个重要的政治事件。该讨论涉及办学与领导体制、教学体制、学制和学校布局、专业和课程设置、教材与教法、师资队伍改造、招生考试制度、斗批改问题、普及农村小学、扫除文盲等等多个主题。本文从谁来办学,如何办学,需要什么样的教员以及如何普及农村小学教育这4个基本问题方面,对这一讨论过程予以简要介绍。大抵而言,从政治讨论的角度来看,可以认为,"学校下放"的讨论是一场参与者非常广泛的公共讨论。与此同时,它还是一种重要的政治动员,为集体供给初级教育产品做出了重要推动。当然,还要注意的是,意识形态对整个讨论过程的走向起到决定性作用,但并不能因此抹杀讨论中利益诉求的现实合理性。
[Abstract]:People's Daily's discussion on "School decentralization" lasted for eight years, and nearly 1,000 letters and articles were published, which constituted an important political event in the "Cultural Revolution". The discussion involved the school running and leadership system, the teaching system, the school system and the school layout. Major and curriculum, teaching materials and teaching methods, teaching staff reform, enrollment examination system, fighting and correcting problems, popularizing rural primary schools, eradicating illiteracy, and so on. The four basic questions of what kind of teachers are needed and how to popularize primary education in rural areas are briefly described in this discussion process. It can be said that the discussion of "decentralization of schools" is a very broad public discussion among the participants. At the same time, it is also an important political mobilization that has made an important contribution to the collective supply of primary education products. Ideology plays a decisive role in the whole process of discussion, but it can not nullify the realistic rationality of interest demand.
