【摘要】：建国初期云南的剿匪斗争是全国剿匪运动的一个重要组成部分,在内蒙古、河南、贵州、福建、广西等省(自治区)对建国初各自区划内剿匪斗争研究如火如荼的时候,云南的剿匪研究却一直滞留在材料的收集与整理上,没有形成具有高度学术价值的专著和论文,而云南又地处祖国西南边疆,是国民党残部妄图借助中越、中缅边境联合省内土匪武装进行“反攻大陆”的前沿阵地,云南的剿匪斗争关系着祖国西南边防的安全和人民政权的稳固。本文经过对建国初期云南的土匪概况、剿匪过程的研究最终形成了较为公正的历史性评价,其写作的目的旨在弥补这一历史性的空白,增加人们对这一时期云南剿匪斗争重要性的认识。近代云南的封建势力和土匪势力根深蒂固,建国初期人民政府的征粮征税工作直接触动了其经济利益和社会利益,在国民党特务的煽动利诱之下,他们纠结当地的旧军政人员、流氓恶霸和不开明的土司头人组成各种旗号的反动武装,攻城略地、涂炭生灵,企图配合国民党军“反攻大陆”,政治目的明显。云南军区在中共中央军委、西南军区的指导下,采取“先腹心,后边沿”的剿匪步骤,分片包干,分三个阶段通过重兵进剿、联合会剿、驻剿搜剿、国际合作等策略在坚决进行军事进剿、政治瓦解和发动群众参与剿匪的同时,积极配合地方政府进行征粮征税、土地改革和镇反等运动,从根本上摧毁了土匪赖以生存的社会经济基础,四年歼匪12.2万余人,云南全区匪患基本肃清,巩固了新生人民政权和祖国西南边防。
[Abstract]:In the early days of the founding of the people's Republic of China, the struggle against bandits in Yunnan was an important part of the national bandit suppression movement. When the study of the bandit suppression struggle within their respective divisions was in full swing in Inner Mongolia, Henan, Guizhou, Fujian, and Guangxi provinces (autonomous regions) at the beginning of the founding of the people's Republic of China, However, the study of bandit suppression in Yunnan has been stuck in the collection and collation of materials, and no monographs and papers of high academic value have been formed. Yunnan is also located in the southwestern border of the motherland, and it is the leftover of the Kuomintang who wants to use the aid of China and Vietnam. The bandit armed forces in the Sino-Myanmar border unite with the province to carry out the "counter-attack on the mainland" forward position. The bandit suppression struggle in Yunnan is related to the security of the southwestern border defense of the motherland and the stability of the people's power of power. Based on the general situation of bandits in Yunnan in the early days of the founding of the people's Republic of China, the research on the process of suppressing bandits has finally formed a more just and historic evaluation, the purpose of which is to make up for this historical gap. To increase people's awareness of the importance of the struggle against bandits in Yunnan during this period. The feudal forces and bandits of Yunnan were deeply rooted in modern times, and the collection and taxation of grain and taxes by the people's governments in the early days of the founding of the people's Republic of China directly touched their economic and social interests. Under the inciting and inducement of Kuomintang agents, they struggled with the old local military and political personnel. Rogue bullies and unenlightened Tusi leaders formed reactionary armed forces under various banners, attacked the cities slightly, charred lives, and attempted to cooperate with the Kuomintang army in "counterattacking the mainland", with obvious political aims. Under the guidance of the Central military Commission of the CPC Central Committee and the Southwest military region, the Yunnan military region has taken the steps of "first heart, second edge" to suppress bandits in pieces and in pieces, and has carried out the suppression in three stages through heavy military suppression, suppression by the Federation, and suppression by garrison. International cooperation and other strategies, while resolutely carrying out military campaigns, political disintegration and mobilizing the masses to participate in the suppression of bandits, have actively cooperated with local governments in the collection and taxation of grain, land reform and town counter-campaigns. It basically destroyed the social and economic foundation on which the bandits depended for their survival, annihilated more than 122000 bandits in four years, basically eliminated the bandits in the whole Yunnan region, consolidated the new-born people's power and the southwestern frontier defense of the motherland.
