建国初期上海失学失业知识青年救济与安置工作研究

【摘要】：建国初期,新生的共和国“百废待兴”、“百业待举”,中国共产党和人民政府面临重重的政治、经济和社会问题。仅国民党留下的经济、社会方面的“烂摊子”中,不仅有生产力低下、恶性通货膨胀、投机严重等,还有科教文卫落后、几千万城乡灾民和数百万城镇失业人员需要救济和安置等等。本文所关注的上海失学、失业知识青年的救济与安置,就是当时党和国家、上海各级党政机关在建设与巩固新生的人民民主专政、恢复国民经济中必须解决的事关社会稳定、人心所向的重大政治工作。作为新中国的最重要工商业城市,建国初期的上海有众多失学、失业知识青年需要救济与安置。从1949年解放到1953年中期,上海市人民政府以及华东军政委员会和中央人民政府各级党政部门在“百废待兴”、“百业待举”、财政紧张、经济困难的情况下,动员、组织各有关力量,利用各种途径和方法,解决上海这一新中国最重要工商业城市的失学、失业知识青年的救济与安置,作出了艰苦的探索和努力,也取得了十分重要的成绩和经验。本文以上海市档案馆馆藏档案为主要依据,比较系统地论述了建国初期上海失学和失业知识青年的基本情况、党和政府对救济与安置失学和失业知识青年采取的各种政策、举措以及此项工作开展的情况及经验与教训等,力图对建国初期时党和政府对上海失学、失业知识青年的救济与安置工作作一个全面、客观而理性的评述,并弥补相关研究的缺失。
[Abstract]:In the early days of the founding of the people's Republic of China, the Communist Party of China and the people's government faced numerous political, economic and social problems. In the economic and social "mess" left behind by the Kuomintang, there are not only low productivity, hyperinflation, serious speculation, but also backward science, education, culture and health. Tens of millions of urban and rural victims and millions of unemployed people need relief and resettlement and so on. The relief and resettlement of Shanghai's out-of-school and unemployed educated youth, which is of concern to this article, is a matter of social stability that must be solved by the party and government organs at all levels in Shanghai at that time in building and consolidating the nascent people's democratic dictatorship and in restoring the national economy. A major political task to which the people aspire. As the most important industrial and commercial city in New China, Shanghai lost many schools in the early days of the founding of the people's Republic of China, and unemployed intellectual youth needed relief and resettlement. From the liberation of 1949 to the middle of 1953, the Shanghai Municipal people's Government, the Eastern China military and Government Commission and the Party and Government departments at all levels of the Central people's Government mobilized under the circumstances of "nothing to be done", "a hundred industries waiting to be raised", financial constraints and economic difficulties. To organize all relevant forces to make use of various channels and methods to solve the problem of Shanghai, the most important industrial and commercial city in new China, out of school and in the relief and resettlement of unemployed educated youth, has made painstaking explorations and efforts. Also has obtained the very important achievement and the experience. Based on the archives collected in Shanghai Archives, this paper systematically discusses the basic situation of out-of-school and unemployed intellectual youth in Shanghai in the early days of the founding of the people's Republic of China, and various policies adopted by the Party and the government to relieve and resettle the out-of-school and unemployed intellectual youth. This paper tries to make a comprehensive, objective and rational comment on the relief and resettlement work of Shanghai's out-of-school and unemployed educated youth by the Party and the government at the beginning of the founding of the people's Republic of China, as well as the situation, experience and lessons of this work. And make up for the lack of relevant research.
