一九四○年代成都市公共饮食卫生及其管理研究

【摘要】:公共饮食卫生及其管理是一个社会问题,主要涉及卫生行政机构、饮食行业的自律,以及消费者是否理智科学等诸多方面。要想搞好公共饮食卫生,仅依靠日常监管是远远不够的,督促商家自觉遵守卫生规则,培养消费者的饮食卫生安全意识,都是推进公共饮食卫生工作需要完成的部分。 成都市的公共卫生事业相较北京、广州、上海等沿海城市起步较晚,九四○年代又适逢时局混乱,故很多工作都限于纸上谈兵,根本不具备全面开展的条件。公共饮食卫生,作为公共卫生的分支之一,一九四○年代成都市的管理是混乱、不系统的。然而公共饮食卫生管理关乎民生,故当时的城市管理者还是做了些努力,并收到了一定的成效。本文以一九四○年代成都市的公共饮食卫生管理作为研究对象,结合当时的历史背景,分六个部分来阐述该问题: 第一部分绪论,主要从选题的背景及意义,与本文相关的学术动态,本文的框架结构和主要内容,及研究方法等方面对该课题做了较为详细的前景分析。第二部分分别从中国传统的饮食卫生观念与管理和近代公共饮食卫生管理的起源两方面,对我国公共饮食卫生观念进行了溯源。第三部分一九四○年代成都市的公共饮食卫生管理情况,对一九四○年代以前成都市的公共卫生管理概况和一九四○年代成都市的公共饮食卫生管理组织做了简要叙述。第四部分,对成都市卫生事务所和饮食业同业公会为公共饮食卫生管理所做的努力做了梳理。第五部分对一九四○年代成都市整治公共饮食卫生取得的成绩与不足进行了详细分析。第六部分是全文的结语,进一步提炼本文观点,并希翼该课题能对当代某些社会问题有所借鉴。
[Abstract]:Public food hygiene and its management is a social problem, which mainly involves the health administration, the self-discipline of the catering industry, and whether consumers are rational and scientific or not. If we want to do a good job of public food hygiene, it is far from enough to rely on daily supervision. Urging merchants to abide by health rules consciously and cultivate consumers' consciousness of food hygiene and safety are all the parts that need to be completed to promote public food hygiene. Compared with Beijing, Guangzhou, Shanghai and other coastal cities, Chengdu's public health undertakings started later, and the 1990s and 1940s coincided with the chaos of the current situation, so a lot of work is limited to talking on paper, and there is no condition to carry out it in an all-round way. As one of the branches of public health, the management of Chengdu in the 1940 s was chaotic and unsystematic. However, the management of public food hygiene is related to the people's livelihood, so the city administrator made some efforts and got some results. This paper takes the public diet hygiene management in Chengdu in the 1940's as the research object, combining with the historical background at that time, it is divided into six parts to expound this problem: The first part of the introduction, mainly from the background and significance of the topic, academic trends related to this paper, the framework structure and main content of this paper, and research methods to do a more detailed analysis of the future of the subject. The second part traces the origin of Chinese traditional dietary hygiene concept and management and the origin of modern public dietary hygiene management. The third part is about the situation of public food hygiene management in Chengdu in the 1940's. The general situation of the public health management in Chengdu before the 1940's and the public food and drink hygiene management organization in Chengdu in the 1940's were briefly described. In the fourth part, the author combs the efforts of Chengdu health firm and catering trade association for the management of public food hygiene. The fifth part makes a detailed analysis on the achievements and shortcomings of Chengdu's public food hygiene in 1940's. The sixth part is the conclusion of the full text, further refining the point of view, and hope that this topic can be used for reference to some contemporary social problems.
