内蒙古自治区供销合作社研究(1949-1965)

【摘要】:内蒙古自治区是我国少数民族建立供销合作社最早的地区。供销合作社作为农牧区遍布最广的商品流通组织,承担着农牧区与城市之间的商品流通职能,对于满足农牧民生产、生活的需要做出了重大的贡献。但应看到,在以“集体主义”为建社原则的口号下,国家意志在供销合作社的建立与发展中占据了主导地位。因此,供销合作社的经营也不可避免的印上“国家机构”的烙印。本文以1949—1965年内蒙古自治区供销合作社为研究对象,对其不同阶段的发展情况、存在的问题、行政管理制度、工资福利制度的演变及对现阶段内蒙古自治区供销合作社综合改革的启示等方面进行了研究。本文绪论部分阐明了内蒙古自治区供销合作社的研究意义、供销合作社研究现状、完成论文所作的工作及运用的主要史料。文章共有四个主体部分。第一部分简述了新中国成立前内蒙古地区的合作事业,重点考察了民国绥远地区和伪满洲国统治地区以及大青山抗日根据地的合作事业。第二部分分别以内蒙古自治区供销合作社的“初建期”、“黄金发展期”、“跃进期”及“恢复期”的发展变化为脉络,在详细研究其发展状况之外,还重点论述了在不同阶段内蒙古供销社存在的问题,如:贪污浪费、组织不健全、盲目供销等。第三部分研究了1949—1965年内蒙古自治区供销合作社的各项制度建设,着重考查了这一时期供销合作社的资金来源及工资、福利制度,尤其是工资及福利待遇方面,自1957年以后,基层社职工工资没有调整,某些福利待遇及奖励又被取消,加上日用品价格的不断上涨,造成当时基层社职工生活水平低下,生活困难。第四部分论述了1949—1965年内蒙古自治区供销合作社的历史影响,讨论了在当前深化供销合作社的改革中,必须改变传统的经营模式,抓住“新网工程”建设契机,充分发挥供销合作社根植农牧区、贴近农牧户、熟悉农牧情的优势,积极参与社会主义市场经济。而政府在供销合作社的发展中,应起到“引导”而不是“包办”的角色。
[Abstract]:The Inner Mongolia Autonomous region is our country minority establishes the supply and marketing cooperative the earliest area. As the most extensive commodity circulation organization in agricultural and pastoral areas, the supply and marketing cooperative undertakes the function of commodity circulation between agricultural and pastoral areas and cities, and has made great contributions to meet the needs of farmers and herdsmen's production and life. However, under the slogan of "collectivism" as the principle of co-operative construction, the national will plays a leading role in the establishment and development of supply and marketing cooperatives. Therefore, the operation of supply and marketing cooperatives is inevitably marked with the brand of "state institutions". This article takes the supply and marketing cooperative of Inner Mongolia Autonomous region from 1949 to 1965 as the research object. The evolution of wage and welfare system and the enlightenment to the comprehensive reform of supply and marketing cooperatives in Inner Mongolia Autonomous region are studied. The introduction of this paper expounds the significance of the research of supply and marketing cooperatives in Inner Mongolia Autonomous region, the present research situation of supply and marketing cooperatives, and the main historical data of the work and application of the paper. The article has four main parts. The first part briefly describes the cooperation cause of Inner Mongolia region before the founding of New China, and focuses on the cooperation in Suiyuan region of the Republic of China, the region ruled by pseudo-Manchukuo and the anti-Japanese base area of Daqingshan. The second part takes the "initial period", "golden development period", "leap forward period" and "recovery period" of supply and marketing cooperatives in Inner Mongolia Autonomous region as the context respectively. The problems existed in Inner Mongolia supply and marketing cooperative in different stages are also discussed, such as corruption and waste, unsound organization, blind supply and marketing, etc. The third part studies the construction of supply and marketing cooperatives in Inner Mongolia Autonomous region from 1949 to 1965, focusing on the sources of funds and wages, welfare system, especially wages and benefits, since 1957. There was no adjustment in the wages of grass-roots community workers, and some welfare benefits and rewards were also cancelled, together with the rising prices of daily necessities, resulting in the low living standards and difficult living conditions of grass-roots co-workers at that time. The fourth part discusses the historical influence of supply and marketing cooperatives in Inner Mongolia Autonomous region from 1949 to 1965, and discusses that in the current reform of supply and marketing cooperatives, it is necessary to change the traditional management mode and seize the opportunity of "new network project" construction. Give full play to supply and marketing cooperatives to plant agricultural and pastoral areas, close to farmers and pastoral households, familiar with the advantages of farming and animal husbandry, actively participate in the socialist market economy. In the development of supply and marketing cooperatives, the government should play the role of "leading" rather than "arranged".
