1949年新解放区春夏公粮征收的再考察——以镇江专区为中心的讨论

【摘要】：国家依据政权合法的强制力,向农民征粮缴税,本是历史上国家与农民之间互动的焦点,亦是常事,然在特殊历史时段(如战争、救荒年间)国家于产粮大区加大对粮税的汲取力度,也往往容易引起民众的抵制与反抗。历史进入20世纪中叶,在中国大陆新旧交替之际,国家政权也面临了同样的历史场景。本文的研究不仅意在提供一个新解放区的征粮个案,更在于分析征粮过程中新政权如何因应新的局面、解决所遇到的问题,进而讨论中共政权从革命政权向执政政权转变的运作逻辑。
[Abstract]:According to the legitimate coercive power of the regime, the state levied taxes on peasants' grain, which was the focal point of the interaction between the state and the peasants in history, but it was also a common occurrence during special historical periods (such as war). In the year of famine relief, the state increased the absorption of grain taxes in grain producing areas, which often caused resistance and resistance from the people. In the middle of the 20th century, the state power was confronted with the same historical scene. The purpose of this study is not only to provide a case study of grain collection in a new liberated area, but also to analyze how the new regime responds to the new situation and solves the problems encountered in the process of grain collection. Then discusses the operation logic of the transformation of the Communist regime from revolutionary regime to ruling regime.
