陈宝箴人才思想与实践研究

【摘要】:人才思想是陈宝箴思想体系的重要组成部分,也是陈宝箴一系列政治实践的基础和来源,对当今社会在人才选拔和培养上极具借鉴意义。目前,学术界对陈宝箴人才思想领域的研究鲜有涉猎,是一块亟待开发的处女地。笔者试图通过历史唯物主义、文献研究、分析综合、比较等研究方法,以达到初步还原陈宝箴人才思想全貌的目的。陈宝箴的人才思想是在特定的时代背景下形成的,受经世致用思想、洋务思想、维新思想等社会思潮的影响,结合自身实践,人才思想逐步趋于系统和完善。陈宝箴认为人才关乎国家的元气和命脉,多次在奏议中向朝廷强调人才的重要性,并提出自己的人才标准:即要有天资忠孝、立身行己、义行善举、清正廉洁、崇尚民本之德,要有真才实学、博大精深之才。按照这个标准,陈宝箴通过考试、考察等方式来发现、挖掘人才。通过学堂之法教之、用书院之法行之,培养出博古通今、学贯中西的全才和精于门类、学而致用的专才。再通过对书院、学堂风气的整顿,对官场吏治的整饬,对候补官员的考核、培训,以加强对人才的有效管理。最后将集聚的人才广泛运用于政治、经济、文化教育等社会各大领域,推动湖南近代化进程。研究陈宝箴人才思想与实践,笔者归纳出陈宝箴人才思想的三大特征:即鲜明的时代性、开放实用性和系统性。笔者认为,陈宝箴与曾国藩、张之洞等封疆大吏相比,人才思想更具魄力和创新力。陈宝箴敢于打破封建传统,大刀阔斧地开展人才领域变革。尤其是在人才管理上,有创新的举措;在人才任用上,有非凡的胆识。陈宝箴不但在湖南任用了一大批维新人士,而且还不遗余力地向朝廷举荐维新人才。陈宝箴这一系列的人才思想与实践活动对当时产生了极其深远的影响,这种影响力不只局限于湖南一省,而且辐射到周边各省,乃至京畿之地,有力地推动了维新运动的开展。就现代而言,陈宝箴的人才思想也极具借鉴意义,对其人才思想中的优秀部分、精华之处进行充分吸收和借鉴,有助于促进社会主义现代化人才队伍建设。
[Abstract]:Talent thought is an important part of Chen Baozhen's thought system, and it is also the basis and source of Chen Baozhen's series of political practice, which is of great significance to the selection and cultivation of talents in modern society. At present, there is little research in the field of Chen Baozhen's talent thought, and it is a virgin land to be developed. Through historical materialism, literature research, analysis, synthesis, comparison and other research methods, the author tries to achieve the goal of reducing Chen Baozhen's thought of talent. Chen Baozhen's talent thought was formed under the specific background of the times, influenced by the social ideological trend such as the thought of practical application, Westernization thought, reform thought and so on, and combined with his own practice, the talent thought gradually tended to be systematic and perfect. Chen Baozhen believed that talent is vital to the vitality and lifeblood of the country. He stressed the importance of talent to the court many times during the talks, and put forward his own standards of talent: that is, he should have talent, be loyal to himself, do his own work, do good deeds, be honest and honest, and advocate the virtue of the people. We should have real talents and profound talents. According to this standard, Chen Baozhen through the examination, inspection and other ways to find, mining talent. Through the school of teaching, with the academy of the law, the cultivation of a wide range of ancient and modern, Chinese and Western students and good at the subject of learning and the use of professionals. In order to strengthen the effective management of talents, we should rectify the atmosphere of academies and schools, straighten out the administration of officials in the official field, and examine and train the alternate officials in order to strengthen the effective management of talents. Finally, the gathered talents are widely used in the fields of politics, economy, culture and education to promote the modernization of Hunan. By studying Chen Baozhen's talent thought and practice, the author sums up three characteristics of Chen Baozhen's talent thought: bright times, open practicability and systematicness. The author thinks that Chen Baozhen is more enterprising and innovative than Zeng Guofan and Zhang Zhidong. Chen Baozhen dares to break the feudal tradition and carry out the reform in the field of talent. Especially in talent management, there are innovative measures; in the talent appointment, there is extraordinary courage. Chen Baozhen not only appointed a large number of reformers in Hunan, but also spared no effort to recommend reform talents to the court. Chen Baozhen's thought and practice of talents had a profound influence on that time. This kind of influence was not only limited to one province of Hunan, but also radiated to the surrounding provinces and even to the land of Beijing, which promoted the reform movement. As far as modern times are concerned, Chen Baozhen's talent thought is also of great significance for reference. It is helpful to promote the construction of socialist modern talent team by fully absorbing and drawing lessons from the excellent part and essence of his talent thought.
