前秦中央文官制度研究

【摘要】：前秦是中国历史上第一个统一北方的非汉族政权，在十六国时期有其独特的历史地位。前辈学者很少有对十六国少数民族政权的官制进行系统研究，少数研究成果主要集中在军事制度方面，鲜有对中央文官的研究。本文分四章对前秦的中央文官制度进行研究，，对前秦的诸公、尚书省、中书省、门下省的人员构成详细分析，在此基础上，与曹魏和西晋时期的相关官员进行对比分析，同时参考近代人的理论成果，详细的考述了前秦时期诸公、尚书省、中书省、门下省的职掌，指出前秦中央文官制度是对魏晋制度的继承，并有所变化发展。全文主要得出了以下几个新的观点：第一，前秦初期的宰相机构仍是诸公，到苻坚时尚书省才成为宰辅机构；第二，前秦的中书省虽然职权较重，但不能认为前秦政归中书；第三，前秦的门下省在魏晋的基础上进一步发展，有了参与谋议和谏诤的权力。说明了前秦中央文官制度是沿袭魏晋制度，并在此基础上有变化发展，且影响了北魏的中央文官制度建设。
[Abstract]:Pre-Qin Dynasty was the first non-Han regime to unify the north in Chinese history, and had its unique historical status during the Sixteen Kingdoms period. A few research results mainly focus on the military system, few on the central civil service. This article divides into four chapters to carry on the research to the central civil official system of the pre-Qin Dynasty, on the basis of the detailed analysis of the personnel composition of the former Qin Dynasty, the province of the book, the province of the middle book, the province under the door. Compared with the relevant officials of Cao Wei and the Western Jin Dynasty, and referring to the theoretical achievements of modern people, the author makes a detailed examination of the official duties of the public, the Shang Shu province, the middle book province and the Menxia province in the pre-Qin period. It is pointed out that the civil service system of the Central Government of the former Qin Dynasty is the inheritance of the system of Wei and Jin dynasties and has changed and developed. The paper mainly draws the following new points of view: first, the organization of the prime minister in the early pre-Qin period is still the public. Fu Jianshi Shangshu province became a prime aid organization; Second, although the preQin province of Chinese calligraphy has a heavy power, it can not be regarded as a pre-Qin government in the middle of the letter; Thirdly, the pre-Qin province developed further on the basis of the Wei and Jin dynasties, and had the power to participate in consultation and advice. It shows that the civil official system of the pre-Qin central government followed the Wei and Jin dynasties system, and on this basis there were changes and developments. And affected the Northern Wei Dynasty central civil service system construction.
