汉代御史中丞的职能、设立时间、原因新探

【摘要】：学界对《汉书·百官公卿表上》关于御史大夫属官御史中丞的相关记载,存在误解,"一曰"不应作列举之意。"在殿中兰台"应作"在殿中,掌兰台",为东汉御史中丞属官兰台令史的职能。对两汉御史中丞应区别分析:西汉有"兰台"一说应存疑。西汉御史中丞设立于汉武帝时,之后发生变化,是设官过程中建立"汉道",不断"更化"的政治变革的一部分,体现了汉朝从"内外相维"到"以内制外"的统治策略与权变的实用政治考量。
[Abstract]:There is a misunderstanding in academic circles about the relevant records of "Han Shu 路Baiguan Gongqing" about the official official in the imperial history, "one said" should not be listed. "in the temple, the orchid station" should be "in the temple, in charge of the orchid station." For the Eastern Han Dynasty imperial history Zhongcheng belongs to the official Lantai Ling Shi's function. The distinction should be made to the Han Dynasty imperial history Zhong Cheng: the Western Han Dynasty has the "orchid platform" one should have the doubt. The Western Han Dynasty imperial history Zhongcheng was established in the Han Dynasty Wu Di, then changed. It is a part of the political reform of establishing "Han Dao" and constantly "becoming more" in the process of establishing officials, which embodies the practical political considerations of the ruling strategy and contingency of the Han Dynasty from "internal and external dimension" to "internal and external control".
