量为变通:清代后期解盐管制变迁述论

【摘要】：清代后期,由于时局变迁,盐业运销制度多变,解池盐业亦不例外。嘉庆十一年(1806)解盐运销恢复专商制,这从制度上强化了政府对解盐的管制。道光之后,由于形势需要,解盐管制屡屡"量为变通"。然而,盐业运销制度变革的终极目标仍是致力于"裕课"。对盐业经营而言,管制是必要的,关键在于如何掌控其适当适时的强化与放松。
[Abstract]:In the late Qing Dynasty, as a result of the changes in the current situation, the system of salt transportation and marketing was changeable, and the salt industry in Jiaochi was no exception. Jiaxing 11 years and 1806) the salt transportation and marketing system was restored to the special commercial system, which strengthened the government's control over the salt removal system.After the light of the light, due to the need of the situation, However, the ultimate goal of the reform of salt transportation and marketing system is to devote itself to "Yu lesson". For salt industry management, regulation is necessary, and the key lies in how to control it properly and timely to strengthen and relax it.
