工业民主析论

【摘要】：工业民主产生于近代的工业化和民主化,是政治民主思潮在经济领域中的反映,其主要主张将民主应用到工业组织企业经营决策中去,实现工业的民主化。工业民主的核心是公民对于工作场所的管理和决策的参与。作为公民日常生活的重要领域,工作场所的参与亦是民主政治公民参与的主要形式。本文主要从工业民主的参与功能出发进行分析。通过对工人阶级集体行动的理性选择分析、关于企业性质的讨论、关于工人参与的当代管理理论三个角度论述工作场所参与的正当性和实践性,并在此基础上对工业民主的政治功能进行讨论:这种参与有利于提升公民的政治效能感,促进公民政治参与和政治社会化,同时工业民主所带来的社会结构民主化是对政治民主化的促进和保证,也成为民主政治下基层自治和职业代表制的实施基础。
[Abstract]:Industrial democracy emerged from the industrialization and democratization of modern times, which is the reflection of political and democratic thoughts in the economic field. Its main idea is to apply democracy to the management decision of industrial organization enterprises. Democratization of industry. The core of industrial democracy is the participation of citizens in the management and decision-making of the workplace, as an important area of citizens' daily life. Workplace participation is also the main form of democratic citizen participation. This paper mainly analyzes the participation function of industrial democracy and the rational choice of collective action of the working class. On the discussion of the nature of the enterprise, the contemporary management theory on the participation of workers discusses the legitimacy and practicality of workplace participation. On this basis, the political function of industrial democracy is discussed: this kind of participation is conducive to promoting citizens' sense of political efficacy and promoting citizens' political participation and political socialization. At the same time, the democratization of social structure brought about by industrial democracy is the promotion and guarantee of political democratization, and it also becomes the basis for the implementation of grass-roots autonomy and professional representative system under democratic politics.
