国外协商民主研究谱系与核心议题评析

【摘要】：协商民主研究的兴起有其深刻的理论背景和实践基础。它在某种程度上回应了当代西方社会现实和民主实践危机,是对近现代西方民主理论成果的承继和扬弃,在理性理论的支撑下发展,并在理论批判中逐渐明晰。国外协商民主研究在纵向上呈现出一条不断演进和深化的脉络,在横向上则表现为流派林立,观点多元。协商民主的研究内容主要偏重于"结构议题"和"实践议题"两方面:"结构议题"包括对协商民主规范性、结构性的探讨,试图阐明"什么是协商民主"、"理想的协商民主是什么样的"、"为什么要协商民主"等基础问题;"实践议题"则主要依循协商民主的基本理念作出相关设计与实践探索,注重对协商民主的实证性考察,以期回答"协商民主实际是如何运转的"、"我们应该如何推行协商民主"等命题。
[Abstract]:The development of deliberative democracy has its profound theoretical background and practical foundation . It has responded to the contemporary western social reality and the democratic practice crisis . It has been developed under the support of rational theory and the theory criticism . The research content of the consultation democracy is mainly focused on " structural issues " and " practical issues " . " Practical issues " mainly adhere to the basic idea of consultation democracy , and focus on the empirical investigation of consultation democracy , with a view to answering the proposition that " consultation democracy is actually functioning " , " how we should carry out consultation democracy " .
