国家建设理论范式的发展与实践创新

【摘要】：国家建设理论范式是二战结束后指导新兴独立国家的一种理论范式;这一范式先后经历了国家构建理论统治时期和国家能力理论统治时期,并在以20世纪80年代为界的前后两个时期,分别成为发展中国家政治实践的理论指南。这两个时期的理论与实践,把国家建设狭隘地理解成政府尤其是中央政府在一系列维度上的量的增长,而没有把国家建设理论范式推进到以国家能力"质"的提升和以"治理现代化"为理论核心的更高的国家成长理论发展阶段。为了彻底解决发展中国家的政治难题,需要树立"国家成长"的理念,实现国家治理体系与治理能力的现代化。
[Abstract]:The theoretical paradigm of national construction is a theoretical paradigm to guide emerging independent countries after the end of World War II, which has experienced the period of national construction theory and the period of national capacity theory. And in the two periods before and after 1980s, they became the theoretical guide to the political practice in developing countries. State building is narrowly understood as the quantitative growth of government, especially the central government, in a range of dimensions, Instead of pushing the theoretical paradigm of national construction to a higher stage of development of the theory of national growth, which takes the "quality" of national capacity and the theory of "governance modernization" as the core, to solve the political problems of developing countries once and for all, We need to set up the concept of "national growth" and realize the modernization of national governance system and governance ability.
