【摘要】： 关于社会政策的研究,不能局限于对某一具体领域的社会政策的内容、技术和决策研究,而是应当对社会政策的基础研究给以充分关注。在社会政策研究当中引入社会政策正当性这个概念,是要具体社会政策研究的基础上,为社会政策的研究提供“元”理论。同时通过把它确立为社会政策评价的核心概念,为社会政策的跨学科研究提供基础理论。通过确立社会政策的正当性概念,并提出判断社会政策的正当性标准是本文的主要研究理路。主要研究内容有:第一部分是探讨社会政策的正当性的基本内涵。即正当性、社会政策、社会政策正当性的概念界定,对社会政策的正当性的内涵探讨,概要式地导入全文,作为全文的基础。第二部分是探讨社会政策的正当性的基本标准。基本标准分为两个层面在社会政策的程序方面要求以公民权利意识为基本建构单位,公民参与强度为根源,公开的规范度为核心来做到程序的正当性;在社会政策的实质方面以经济、政治、文化、人的自由全面发展这四个维度来衡量实质的正当性。第三部分是探讨社会政策的正当性的实现。以社会政策的正当性的两个层面的标准评价分析当前中国的社会政策。
[Abstract]:Research on social policy cannot be limited to the content, technology and decision-making of social policy in a specific field, Instead, we should pay full attention to the basic research of social policy. The introduction of the concept of legitimacy of social policy in the study of social policy is based on the study of specific social policies. It provides the "meta-theory" for the study of social policy and provides the basic theory for the interdisciplinary study of social policy by establishing it as the core concept of social policy evaluation. By establishing the concept of legitimacy of social policy and proposing that the criterion of judging the legitimacy of social policy is the main research way of this paper, the main research contents are as follows: the first part is to discuss the basic connotation of legitimacy of social policy, that is, legitimacy. The definition of social policy, the definition of legitimacy of social policy, the connotation of legitimacy of social policy, and the brief introduction of the full text, The second part is the basic standard to discuss the legitimacy of social policy. The basic standard is divided into two levels. In the process of social policy, the basic standard requires the citizen's consciousness of rights as the basic construction unit and the intensity of citizen's participation as the root. Open norms are central to the legitimacy of the process; economic, political, and cultural aspects of social policy are essential, The third part is to discuss the realization of the legitimacy of social policy.
