危机管理中的合作问题研究

【摘要】： 我国是一个发展中国家,正处于经济社会转型期,在国际、国内多种综合因素的作用下,我国的危机事件频繁发生,这些危机事件不仅给人民生命财产安全带来巨大的损失,还成为社会动荡的根源之一,已经成为制约社会经济可持续发展与和谐稳定的一个重要因素。因此,对危机事件的管理就显得尤为重要,危机管理研究已经成为近几年来公共管理的重点内容之一,但是对危机管理中的合作问题研究还比较滞后。危机事件的有效应对,政府的作用是无可替代的,但是,仅依靠政府的力量是不够的,还需要社会各主体的合作,只有同舟共济,把各方利益结合起来,扩大各方利益汇合点,才能实现抗击危机的最大化、最优化。因此,研究危机管理中的合作问题,具有十分的必要性。本文运用公共管理的相关原理,学习胡锦涛同志的同舟共济思想,借鉴国外成功的危机管理合作经验,试图基于政府、公民、志愿者组织合作关系的视角分析我国危机管理中的合作机制,合作关系的达成,以及合作关系建立的保障。本文在充分探讨各主体合作的必要性和危机管理中的合作机制基础上。笔者认为合作关系的达成关键在于应从：合作主体的角色定位、合作关系达成的路径、合作的机制完善三个方面下功夫,并在此基础上提出合作关系建立的保障措施,构建起一个具有广泛适应性的综合性全政府、全社会有序互动的危机管理合作机制,起到全社会共同抵御危机的作用。
[Abstract]:Our country is a developing country, is in the economic and social transition period, under the influence of various international and domestic comprehensive factors, our country's crisis events occur frequently, these crisis events not only bring huge loss to the people's life and property safety. It has also become one of the root causes of social unrest and has become an important constraint to sustainable socio-economic development and harmony and stability. Therefore, the management of crisis events is particularly important. The research of crisis management has become one of the most important contents of public management in recent years, but the research on cooperation in crisis management is still lagging behind. There is no substitute for the role of the government in the effective response to the crisis. However, it is not enough to rely on the strength of the government alone. It also requires the cooperation of all the main bodies of society, so that they can only work together and combine the interests of all parties. Only by expanding the convergence of the interests of all parties can we maximize and optimize the fight against crisis. Therefore, it is necessary to study the cooperation in crisis management. Based on the relevant principles of public management, this paper studies Comrade Hu Jintao's thought of helping each other in the same boat, draws lessons from the successful crisis management cooperation experience of foreign countries, and tries to base on the government and citizens. From the perspective of the cooperative relationship of volunteer organizations, this paper analyzes the cooperation mechanism in crisis management in China, and the conclusion of the cooperative relationship. On the basis of discussing the necessity of cooperation and the cooperation mechanism in crisis management, the author thinks that the key to the establishment of cooperative relationship lies in the role orientation of cooperative subject. On the basis of three aspects: the path of the cooperative relationship and the perfection of the cooperative mechanism, the paper puts forward the safeguard measures for the establishment of the cooperative relationship, and constructs a comprehensive government with extensive adaptability. The cooperation mechanism of the whole society's orderly and interactive crisis management plays the role of resisting the crisis together.
