转型期我国行政人格塑造

【摘要】: 本文紧扣社会转型这一历史变革,立足于历史与逻辑的统一,对当前中国社会转型期行政人格异化和扭曲的现象及其成因进行深入的剖析,并对当前行政人格塑造的应然模式及其价值作出分析,提出转型期我国行政人格塑造的方向、手段、内容,力图从制度、伦理双重维度来寻求问题的解决方案。 社会转型期行政人格异化和扭曲主要外显为行政行为的异化,包括行政人员对权力的盲目依附、揽权却责,用公权追逐私利等一系列阻碍社会进步的公共行政行为。它的产生与转型期这一重要的历史特征是密切相关的,同时我国政治变革,市场经济的初步建立,文化的交融与冲突等等也是导致我国现阶段行政人格异化和扭曲的重要原因。 立足于我国当前行政人格异化的表现及其根源,按照社会主义制度发展的基本诉求,抓住社会转型这一伟大的历史契机,重塑符合当代政府模式的行政人格显得尤为必要和关键。笔者也力求在社会转型这一宏观的论域下,在历史和逻辑统一的前提下,对当前政府行政人员行政人格重塑提出有建设性意义的方案,这也是本文的核心价值点之一。
[Abstract]:Based on the unity of history and logic, this paper makes a deep analysis of the phenomena and causes of alienation and distortion of administrative personality in the period of social transformation in China.This paper also analyzes the mode and value of the current administrative personality shaping, and puts forward the direction, means and content of the administrative personality shaping in the transitional period, and tries to seek solutions to the problem from the dual dimensions of institution and ethics.The alienation and distortion of administrative personality in the period of social transformation are mainly the alienation of administrative behavior, including the blind attachment of administrative personnel to power, the responsibility of taking power, the pursuit of private interests by public power, and a series of public administrative behaviors that hinder the progress of society.Its emergence is closely related to this important historical feature of the transition period. At the same time, the political reform, the initial establishment of the market economy, the blending and conflict of culture are also the important reasons leading to the alienation and distortion of the administrative personality at the present stage of our country.Based on the expression and root of the alienation of administrative personality in our country, according to the basic demand of the development of socialist system, we should grasp the great historical opportunity of social transformation.Reshaping the administrative personality in line with the contemporary government model is particularly necessary and crucial.The author also tries his best to put forward a constructive plan to reshape the administrative personality of the current government administrators under the macro domain of social transformation and under the premise of historical and logical unification, which is also one of the core value points of this paper.
