论网络媒体在公共政策过程中的作用

【摘要】： 公共政策的整个过程都与网络媒体有着密不可分的关系。从公共政策的生命周期来看,从社会问题的判断和政策问题的确认到政策议程的建立,从政策的制定到政策的执行,从政策效果的评估到政策的调整和改变,哪一个环节都离不开网络媒体的参与。因此,网络媒体在公共政策的任何环节都有发挥作用的充足空间。本文以近年来国内网络媒体和公共政策发展实践为分析背景,通过收集、分析大量的经典案例,运用新闻传播学与公共政策学的相关理论,来研究网络媒体与公共政策之间的关系。本文借助公共政策学的政策过程阶段理论,将公共政策过程分为公共政策问题与议程形成、公共政策制定、公共政策执行、公共政策评估四个阶段,并分析网络媒体在公共政策过程中每个环节所发挥的作用：在政策问题到政策议程过程中,网络媒体“监测”“把关”功能使公共政策问题受瞩目、“议程设置”功能促使政策议程形成；在公共政策制定过程中,网络媒体对政策制定过程进行公开,建构公众参与政策制定的网络平台；在公共政策执行过程中,网络媒体为公共政策执行营造良好的舆论环境,并监督政策执行过程；在公共政策评估过程中,网络媒体成为政策评估的一个重要手段。同时,本文还根据网络媒体的特性,分析了网络媒体参与公共政策过程的优势与局限。
[Abstract]:The whole process of public policy is closely related to network media.From the perspective of the life cycle of public policy, from the judgment of social problems and the recognition of policy issues to the establishment of policy agenda, from the formulation of policies to the implementation of policies, from the evaluation of policy effects to the adjustment and change of policies,Which link is inseparable from the participation of network media.Therefore, the network media has sufficient space to play a role in any link of public policy.This article takes the domestic network media and the public policy development practice in recent years as the analysis background, through the collection, the analysis massive classical case, uses the news communication science and the public policy science correlation theory,To study the relationship between network media and public policy.With the help of the theory of public policy process, this paper divides the process of public policy into four stages: the formation of public policy issues and agenda, the formulation of public policy, the implementation of public policy, and the evaluation of public policy.It also analyzes the role of network media in the process of public policy: in the process of policy issues to policy agenda, the function of network media "monitoring" and "gatekeeper" makes public policy issues attract attention.The function of "agenda setting" promotes the formation of policy agenda; in the process of public policy formulation, the network media open the process of policy making and construct the network platform for public participation in policy making; in the process of public policy implementation,Internet media creates a good public opinion environment for the implementation of public policies and supervises the process of policy implementation, and in the process of public policy evaluation, network media becomes an important means of policy evaluation.At the same time, according to the characteristics of network media, this paper analyzes the advantages and limitations of network media participation in the process of public policy.
