【摘要】：提高基层政府执行力是促进中央政府和地方政府利国利民的政策得以全面落实的重要保障；是提高我国基层政府公信力和号召力的必要措施；也是全面提高我国政府执行力建设的重要基础。目前,我国正处于高速发展的阶段,政治环境稳定和谐,经济发展速度突飞猛进,这与我国政府强大的执行力是密不可分的。但与此同时,我国某些基层政府执行效力不强、执行主体缺乏道德素养、扭曲中央政策精神实质,附加执行中央政策等现象还是经常出现。在这种情况下,要想全面提高我党执政能力,建设高效政府、廉洁政府、为广大百姓谋福利,就必然要结合客观环境的变化,跟上时代的步代,不断提高我国基层政府执行力。本文就是从提高基层政府执行力这一角度出发,借助规范分析、系统分析,文献分析等方法,对我国基层政府执行力作了理论界定,为日后研究我国基层政府执行力提供了一个理论基础,然后又针对如何提高我国基层政府执行力进行了深入的研究,旨在为提高我国基层政府执行力提供一个可借鉴的参考模式。本文共分为五章,依次为绪论、我国基层政府执行力的界定、我国基层政府执行力存在的问题及成因分析,提高基层政府执行力的对策和结论。通过对相关文献的分析,阐述我国基层政府执行力的现状,存在的问题并指出问题的成因是基层政府执行体系不健全和组织结构复杂,基层政府执行主体不规则操作和监控与考评机制不健全,基层政府执行主体素质不高。然后,基于企业化运作的视角提出建设高效的基层政府执行组织体系,健全基层政府执行流程,强化监督考评流程,战略性构建服务公众的终身学习制度等措施来提高我国基层政府执行力。
[Abstract]:Improving the executive power of the grass-roots government is an important guarantee to promote the policy of the central government and the local government to benefit the country and the people, and is the necessary measure to improve the credibility and appeal power of the grass-roots government in our country. It is also an important foundation for improving the executive power of our government. At present, our country is in the high speed development stage, the political environment is stable and harmonious, the economic development speed is advancing by leaps and bounds, which is inseparable from our government's powerful executive power. However, at the same time, some grass-roots governments in our country do not have strong enforcement effectiveness, lack of moral literacy, distortion of the spirit of central policy, and additional implementation of central policy. Under such circumstances, if we want to improve our Party's ruling ability, build an efficient government and clean government, and seek for the welfare of the broad masses of people, we must combine the changes of objective environment, keep up with the step by step of the times, and constantly improve the executive power of our grass-roots government. From the point of view of improving the executive power of grass-roots government, this paper, by means of normative analysis, systematic analysis and literature analysis, has made a theoretical definition of the executive power of grass-roots government in our country. It provides a theoretical basis for the future study of the executive power of the grass-roots government in China, and then makes a deep study on how to improve the executive power of the grass-roots government in our country. The purpose of this paper is to provide a reference model for improving the executive power of our country's grassroots government. This paper is divided into five chapters, followed by the introduction, the definition of the executive power of the grass-roots government in China, the problems and causes of the executive power of the grass-roots government, and the countermeasures and conclusions to improve the executive power of the grass-roots government. Based on the analysis of relevant documents, this paper expounds the present situation of the executive power of the grass-roots government in China, and points out that the causes of the problems are the imperfect executive system and the complex organizational structure of the grass-roots government. The mechanism of irregular operation and monitoring and evaluation of the executive body of the grass-roots government is not perfect, and the quality of the executive body of the grass-roots government is not high. Then, based on the view of enterprise operation, the paper puts forward the construction of an efficient grass-roots government executive organization system, the improvement of grass-roots government execution process, and the strengthening of supervision and evaluation process. Strategic construction of lifelong learning system to serve the public and other measures to improve the implementation of grass-roots government.
