【摘要】：互联网普及率在不断提高,网络社会已经逐步形成,传统的公民政治参与权在网络环境下得到了进一步发展。但是,由于网络的特性存在,网络环境下的公民政治参与权呈现出自己的、新的特点,研究它成了一个前沿课题。一方面通过规范网络法律制度来保护公民的政治参与权,另一方面通过保障公民的政治参与权反向促进网络制度建设,这是本文研究的主要目的。网络环境下的公民政治参与权是指普通公民通过网络平台参与国家政治活动,影响政治决策和政府行为过程,表达利益诉求,维护公共利益或者自身权益的权利。文章的第一部分介绍了本文的研究背景、选题意义以及国内外的研究现状。文章的第二部分首先介绍了互联网的涵义和网络环境的形成,然后从公民政治参与权的概念入手,阐述了它的理论基础和传统公民政治参与权的行使,接着引入网络环境下的公民政治参与权的概念并阐述其内涵、外延以及特点。文章的第三部分介绍了网络环境下的公民政治参与权形成的背景,详细说明了网络环境下的公民政治参与权的行使路径,并具体指出网络环境下的公民政治参与权存在的问题。文章的第四部分,针对前述问题,提出了网络环境下的公民政治参与权的保障目标和措施。最后的结语部分,在总结本文研究成果的基础上,提炼和强化本论文的中心观点,对论题的进一步研究提出展望。
[Abstract]:The Internet popularization rate is increasing, the network society has gradually formed, the traditional citizen's political participation right has been further developed under the network environment. However, due to the existence of the characteristics of the network, the citizen's political participation right under the network environment presents its own, new characteristics, and the study of it has become a frontier topic. On the one hand, by standardizing the network legal system to protect citizens' political participation right, on the other hand, by ensuring citizens' political participation right to promote the construction of network system, this is the main purpose of this paper. Under the network environment, the citizen's political participation right is the right of ordinary citizens to participate in the national political activities through the network platform, to influence the political decision-making and the government behavior process, to express the interest demand, to safeguard the public interest or their own rights and interests. The first part of this paper introduces the research background, the significance of the topic and domestic and foreign research status. The second part of the article first introduces the meaning of the Internet and the formation of the network environment, and then starts with the concept of citizen's political participation right, and expounds its theoretical basis and the exercise of the traditional citizen's political participation right. Then it introduces the concept of citizen's political participation right under the network environment and expounds its connotation, extension and characteristics. The third part of the article introduces the background of the formation of citizen's political participation right under the network environment, explains in detail the way to exercise the citizen's political participation right under the network environment, and concretely points out the problems existing in the citizen's political participation right under the network environment. In the fourth part, aiming at the above problems, the paper puts forward the goal and measures of protecting the citizen's political participation right under the network environment. Finally, the conclusion, on the basis of summarizing the research results, abstracts and strengthens the central point of this paper, and puts forward the prospect of further research.
