非常规突发事件演化规律与整体性治理研究

【摘要】：伴随着经济全球化和信息化的发展、城市化进程加速和经济社会双重转型，我国进入社会矛盾复杂和新型突发事件频发的时期。与此同时，我国危机管理研究和实践也正在发生着改变，危机管理研究逐渐向公共安全研究拓展，从应急管理研究走向了常态管理研究，从策略性研究走向了应用性研究，从实践研究走向了基础研究。非常规突发事件作为新型危机事件的典型代表，集不确定性、突显性、跨界性和耦合性等特征于一体，与传统的突发事件相比，人们对这类突发事件的特征、演化规律和破坏性等方面尚未有科学的认知，实践中也缺少紧急应对的有效手段，对应急管理的理论和实践提出了新要求和新挑战。在这样的背景下，通过研究非常规突发事件的演化规律，有针对性地提升我国应急管理水平，维护社会系统的有效运行，就成为当前我国政府及其他社会治理主体共同面临的一项重大且紧迫的战略性课题。本论文的研究以政治学、行政管理学、社会学等相关理论为指导，，运用文献研究、比较研究等方法来指导论文的撰写。论文专注于风险社会视阈下的非常规突发事件的演化规律与整体性治理研究，首先在对国外非常规突发事件理论的总结借鉴的基础上，对非常规突发事件的内涵进行了界定，认为非常规突发事件是指应急管理主体在面临社会秩序、社会财产、受众心理和公民基本权利和价值观等受到极大威胁的高度不确定和复杂的危机情景时，在原有常规管理下无法认知或缺少有效治理方式，需要通过对突发事件的发生和发展态势进行及时处置、以重新塑造社会系统平衡的社会治理紧急状态。随后，在对非常规突发事件的生命周期分析和情景规划分析两种分析方法的优缺点进行比较研究的基础上，提出并建构非常规突发事件的模糊情景演化模型。再次，对非常规突发事件在传统突发事件理论假设、应对高度不确定性、政府为主的突发事件治理网络的失灵、高压力和高约束的决策情景、跨界合作和应急管理者动态能力等六大方面对应急管理者的挑战进行了分析。最后，根据应急管理者面临的六大挑战，提出通过非常规突发事件整体性治理模式加以应对，并提出了建立新的理论前提与假设、非常规突发事件整体性治理模式的体系框架的构建、树立非常规突发事件整体性治理模式的应急管理原则、构建非常规突发事件多元治理网络、加强对非常规突发事件应急决策理论的研究、重塑非常规突发事件处置中的区域公共治理理念机制与模式、重塑公共组织合法性和“创造性破坏”地进行多元治理网络的动态能力建设等八大治理建议。
[Abstract]:With the development of economic globalization and information, the acceleration of urbanization and economic and social transformation, China has entered a period of complex social contradictions and frequent new emergencies. At the same time, the research and practice of crisis management in our country are also changing, the research of crisis management is gradually expanding to the research of public safety, from the research of emergency management to the study of normal management, from the research of strategy to the study of application. From practical research to basic research. As a typical representative of a new type of crisis, unconventional emergencies are characterized by uncertainty, salience, transborder and coupling. There is no scientific cognition of evolution law and destructiveness, and the effective means of emergency response are lacking in practice, which puts forward new requirements and challenges to the theory and practice of emergency management. In this context, by studying the evolution law of unconventional emergencies, we can improve the level of emergency management and maintain the effective operation of the social system. At present, our government and other social governance subjects are facing an important and urgent strategic issue. The research of this thesis is guided by the theories of political science, administrative management, sociology and so on, and uses the methods of literature research and comparative study to guide the writing of the thesis. This paper focuses on the study of the evolution law and holistic governance of unconventional emergencies from the perspective of risk society. Firstly, it defines the connotation of unconventional emergencies on the basis of summing up and drawing lessons from foreign unconventional emergency theories. It is considered that unconventional emergencies refer to highly uncertain and complex crisis situations in which the subject of emergency management is facing great threats such as social order, social property, audience psychology and the basic rights and values of citizens. In order to remodel the balance of social system, it is necessary to deal with the occurrence and development of unexpected events in time because of the inability to recognize or the lack of effective governance methods under the original routine management. Then, based on the comparative study of the advantages and disadvantages of the two analysis methods, the fuzzy scenario evolution model of the unconventional emergencies is proposed and constructed. Thirdly, on the assumption of unconventional emergencies in the traditional emergency theory, to deal with the high degree of uncertainty, the failure of the government-based emergency governance network, the high-pressure and high-constraint decision-making scenarios, The challenges of emergency managers are analyzed from six aspects, such as cross-boundary cooperation and dynamic capability of emergency managers. Finally, according to the six major challenges faced by emergency managers, the paper puts forward a new theoretical premise and hypothesis to deal with this problem through the holistic governance model of unconventional emergencies. The construction of the system frame of the unconventional emergency holistic governance mode, the establishment of the emergency management principle of the unconventional emergency holistic governance mode, the construction of the non-conventional emergency multiple governance network, To strengthen the research on the theory of emergency decision-making of unconventional emergencies, to reshape the conceptual mechanism and mode of regional public governance in the management of unconventional emergencies, Remolding the legitimacy of public organizations and "creative destruction" to build the dynamic capacity of multi-element governance network and other eight governance proposals.
