亨廷顿政治稳定理论及其对中国政治发展的启示

【摘要】：社会与经济的发展需要依附于一个稳定高效的政治环境,对于发展中国家来说,政治发展的稳定是极其重要的。第二次世界大战以来,发展中国家在国家重建的过程中呈现出政治动荡的状态,政治现代化建设受到阻碍,政治的权威也受到挑战。现代化进程过快超过社会的承受能力,政治制度化程度较差,经济快速发展不是以公平为基础等问题,都是影响政治稳定的重要因素。这就需要发展中国家通过平衡改革和发展的关系,不断提高政治制度化水平和政党的先进性来解决政治发展失稳的问题,通过建立强大的政府来实现政治稳定。同样处于社会主义现代化转型重要时期的中国,面临着与其他发展中国家相似的问题,我们急需在这样一个转型时期,寻求一套有效的政治体系模式,来解决在转型时期中国政治发展当中遇到的种种困难。作为西方著名政治学家之一的塞缪尔·亨廷顿,其政治稳定理论通过研究与探讨发展中国家政治稳定问题,在政治发展问题方面提供了重要的理论依据。本文通过分析和探讨亨廷顿政治稳定理论的内容,以亨廷顿政治稳定理论思想作为理论分析工具,对比中国以及其他发展中国家的实际情况对其思想进行利用和吸收。以中国政治现代化进程为背景,从亨廷顿理论中关于政治发展与稳定、政治发展与政治制度化的关系、政治民主化与政治制度相融合等角度,对实现中国政治稳定发展提出对策及借鉴意义。
[Abstract]:Social and economic development depends on a stable and efficient political environment. For developing countries, the stability of political development is extremely important. Since the second World War, developing countries have been in a state of political instability in the process of national reconstruction, political modernization has been hindered, and political authority has been challenged. The process of modernization exceeds the capacity of society too fast, the degree of political institutionalization is poor, and the rapid development of economy is not based on equity, which is an important factor affecting political stability. This requires developing countries to balance the relationship between reform and development, constantly improve the level of political institutionalization and the advanced nature of political parties to solve the problem of political development instability, through the establishment of a strong government to achieve political stability. China, which is also in an important period of socialist modernization transformation, is faced with problems similar to those of other developing countries.We urgently need to seek an effective political system model in such a transitional period. To solve the difficulties encountered in the political development of China during the transition period. Samuel Huntington, one of the famous western political scientists, provides an important theoretical basis for the political development of developing countries by studying and exploring the political stability in developing countries. By analyzing and discussing the content of Huntington's political stability theory, this paper uses Huntington's theory of political stability as a theoretical analysis tool, and compares the actual situation of China and other developing countries to make use of and absorb the theory of Huntington's political stability. Against the background of China's political modernization process, from the perspective of Huntington's theory on political development and stability, the relationship between political development and political institutionalization, the integration of political democratization and political system, etc. To realize the stable development of Chinese politics puts forward the countermeasure and the reference significance.
