赫希曼模型对规范政治理论的挑战与启示

【摘要】：经济学家赫希曼基于退出与发声两大要素提出了关于个体与组织关系的一般解释模型。在全球化的现实下,这一模型也对规范政治理论提出了挑战。传统上,规范政治理论是在国家框架下以寻求能使所有人合理受益的政治模式为目标的理论取向。对此目标,规范政治理论用责任、权利和义务等概念描绘出了一种实现方案,即国家有责任确保所有人合理受益,途径则是赋予每个人在集体决策中的平等发声权利,同时确保每个人履行服从集体决策之义务,而要确保每个人履行义务,就不能允许任何人退出。随着退出成为一项普遍的政治现实,规范政治理论与传统政治模式在保障所有人合理受益上出现了失败。当代规范政治理论需要通过国际政治制度的设计来重新实现让所有人合理受益的目标。
[Abstract]:The economist Hershman puts forward a general explanation model of the relationship between individual and organization based on the two elements of withdrawal and vocalization. In the reality of globalization, this model also challenges the normative political theory. Traditionally, normative political theory is a theoretical orientation aimed at seeking a political model that can benefit everyone reasonably under the framework of the state. To that end, the normative political doctrine, using concepts such as responsibility, rights and obligations, delineates a solution to the realization that the State has a responsibility to ensure that all people benefit reasonably by giving everyone equal voice in collective decision-making. At the same time, to ensure that everyone fulfils their obligations under collective decision-making, and to ensure that everyone fulfils their obligations, no one can be allowed to withdraw. With withdrawal becoming a universal political reality, the normative political theory and the traditional political model have failed to ensure the reasonable benefit of all people. Modern normative political theory needs the design of international political system to realize the goal of reasonable benefit for all.
