行政许可审批绩效监察效能评估模型研究与实现

【摘要】： 绩效监察效能评估系统建立在行政并联审批系统之上,通过设计特定的规则来监控办事人员所处理的行政事务,并且将考勤系统,评价系统等多种数据进行集合,用科学的计算方法,分析这些数据,对各部门和办事人员的效能进行监控,并且时时报警,加强内部监督。本文基于行政并联审批系统实时采集行政许可的相关审批数据、发放满意度调查表对行政机关及其工作人员实施行政许可的行为满意度调查、采用不定期对行政机关及其工作人员实施行政许可的行为抽查等信息,通过扣分制、评分制和加分制等方法构建行政许可绩效评估模型,达到每月对行政机关及其工作人员进行量化测评。研究了构建行政许可绩效评估模型的非结构化原始信息收集机制和信息结构化方法。基于行政许可绩效评估模型实现了绩效监察评估系统。系统包括:行政机关及其工作人员在实施行政许可过程中的行政效能和廉洁情况监控;受理公民、法人和其它组织反映行政机关及其工作人员在实施行政许可过程中影响行政效能和违反行政纪律的投诉;行政机关及其工作人员实施行政许可情况检查;行政机关及其工作人员在实施行政许可过程中出现的影响行政效能和违反行政纪律行为调查;总结、宣传和推广行政机关及其工作人员在行政许可活动中高效运行的行政管理经验等。行政许可绩效测评电子监察实行量化测评,采用扣分制、评分制和加分制,每月对行政机关及其工作人员进行量化测评。绩效监察评估系统将多年人性考核转化成为根据实际工作量进行考核。它改变了政府形象、优化了政府管理机制、提高了办公效率,加强了内部监督;对从管理为主向服务为主的政府职能转变起到积极的推动作用;为政务公开提供一个重要的考核手段,有助于建设一个高效廉洁的政府。
[Abstract]:The performance monitoring effectiveness evaluation system is based on the administrative parallel examination and approval system. By designing specific rules to monitor the administrative affairs handled by the staff, the attendance system, the evaluation system and other data are collected. By using scientific calculation method, we analyze these data, monitor the efficiency of each department and staff, and always alarm and strengthen the internal supervision. Based on the administrative parallel examination and approval system, this paper collects the relevant examination and approval data of the administrative license in real time, and issues a satisfaction questionnaire to investigate the behavior satisfaction of the administrative organ and its staff in implementing the administrative license. This paper adopts random inspection of administrative licensing and other information on administrative organs and their staff, and constructs the performance evaluation model of administrative licensing by means of points deduction system, scoring system and additional score system, etc. Achieve the monthly quantitative evaluation of administrative organs and their staff. This paper studies the unstructured primitive information collection mechanism and the information structure method to construct the administrative license performance evaluation model. Based on the administrative license performance evaluation model, the performance monitoring and evaluation system is implemented. Legal persons and other organizations that reflect complaints that administrative organs and their staff affect administrative effectiveness and violate administrative discipline in the course of implementing administrative licensing; administrative organs and their staff carry out inspection of administrative licensing; Investigation of administrative effectiveness and violation of administrative discipline by administrative organs and their staff during the implementation of administrative licensing; summing up, Propagandize and popularize the administrative management experience of the administrative organs and their staff in the efficient operation of the administrative licensing activities. Performance monitoring and evaluation system transforms many years of human nature assessment into actual workload assessment. It changes the image of the government, optimizes the government management mechanism, improves the office efficiency, strengthens the internal supervision, and plays a positive role in the transformation from the management-based to the service-oriented government function. To open government affairs to provide an important means of assessment, conducive to building an efficient and clean government.
