关于“联合政府”构想的新审视

【摘要】："联合政府"有别于"政府联合",是由两个或两个以上的政党组成的就其实质而言是一种"政党(型)政府"。自近代政党政治产生以来,政党就成为国家的统治阶级以执政为目的的政治组织,通过政党独自或政党联合组成联合政府或政党政府来治理国家与社会。中国也不例外,七十年前毛泽东曾提出"论联合政府"的构想,无论是共产党与国民党"党争"中施行的一种权宜之计的"策略说",还是新中国成立时的中央人民政府就其性质来说是联合政府构想的"实现说",都是值得商榷的。七十年以后的当今中国,在全球化的新的历史条件下,如何重新审视"联合政府"的构想及其实践,在践行"一国两制"方针的历史进程中,重建"联合政府"何以可能,就成为值得我们关切和研究的理论与实践问题。
[Abstract]:The "coalition government" is different from the "coalition government". It is made up of two or more political parties. In essence, it is a kind of "political party (type) government". Since the emergence of political party politics in modern times, political parties have become the political organizations of the ruling class of the country for the purpose of ruling, and form a coalition government or a political party government to govern the country and society by the political parties alone or jointly. China is no exception. Mao Zedong put forward the idea of a "coalition government" 70 years ago. Whether it is the "strategic theory" of an expedient measure implemented by the Communist Party and the Kuomintang, or the "realization theory" conceived by the Central people's Government when the people's Government of New China was founded, it is open to question. 70 years later, under the new historical conditions of globalization, how to re-examine the concept and practice of the "coalition government" and how it is possible to re-establish the "coalition government" in the historical process of carrying out the principle of "one country, two systems". It has become a theoretical and practical problem worthy of our concern and research.
