社会资本视域下政府公共危机治理提升途径研究

【摘要】： 2003年非典的爆发是中国政府危机时代——“非稳定时代”到来的标志。随着经济和政治全球化进程的加速,公共危机成为了当今世界各国所共同面临的问题。政府在危机中所表现和做出的一举一动都会成为社会大众目光的集中注视点。在公共危机中,政府应如何及时而有效地处理公共危机事件,已经成为我国各级政府所面临的重大挑战。这既直接影响着我国政治、经济、社会的稳定和发展,又会影响到政府在民众心中的公信力以及政府形象。在新的时代背景要求下,政府对公共危机的有效治理对于提升政府在公众心目中的形象和可依赖程度有着十分重大的作用。如何开发、整合和分配各种社会资源,从而大力提高政府的公共危机治理能力,这已经成为了我国理论和实践领域共同关注的热点问题。公共危机治理是公共管理的一个重要领域,公共危机治理的主体、客体和过程都具有一定的社会性。特别是公共危机治理的客体——公共危机,其拥有的破坏性、不确定性和社会性等特点,要求人们尽可能调用一切社会资源进行危机预防、危机应对和危机恢复,而社会资本正是一种可被调用的社会结构性资源。本文对公共危机治理中社会资本的研究,是从社会基础层面分析影响公共危机治理的因素,试图为政府公共危机治理提供一个新的研究视角和一些新的提升方式。 本文按照“概念界定——理论分析——现实比照——提升途径”的逻辑顺序对社会资本视域下政府公共危机治理途径进行研究及探讨。首先从“公共危机”、“公共危机治理”、“社会资本”等相关概念的界定入手,结合公共危机治理的必要性,在对公共危机治理语境下、社会资本释义的基础上,分析了社会资本与政府危机治理职能的内在关联,并对我国公共危机治理中社会资本缺失的现状及成因作出分析总结,进而提出了提高我国政府公共危机治理绩效的现代社会资本可选择的路径。
[Abstract]:The outbreak of SARS in 2003 marked the arrival of the "unstable era" in the crisis era of the Chinese government. With the acceleration of economic and political globalization, public crisis has become a common problem in the world. The government's performance and every move in the crisis will become the focus of the public's attention. In the public crisis, how to deal with the public crisis in time and effectively has become a great challenge to all levels of government in our country. This will not only directly affect the political, economic and social stability and development of our country, but also affect the credibility of the government in the hearts of the public and the image of the government. Under the requirements of the new era, the effective governance of the public crisis plays a very important role in improving the image and dependability of the government in the public mind. How to develop, integrate and distribute all kinds of social resources so as to improve the government's ability to manage public crisis has become a hot issue in the field of theory and practice in our country. Public crisis management is an important field of public management. The subject, object and process of public crisis management have certain sociality. In particular, the public crisis, the object of public crisis management, has the characteristics of destruction, uncertainty and sociality, which require people to use all social resources as far as possible for crisis prevention, crisis response and crisis recovery. Social capital is a kind of social structural resources that can be used. The study of social capital in public crisis management in this paper is to analyze the factors that affect the governance of public crisis from the social foundation level, and try to provide a new research perspective and some new ways to promote the governance of public crisis. According to the logical sequence of "Conceptual Definitions-theoretical Analysis-realistic comparison-Promotion approaches", this paper studies and probes into the ways of governance of government public crisis from the perspective of social capital. Starting with the definition of "public crisis", "public crisis governance" and "social capital", and combining with the necessity of public crisis management, this paper explains the meaning of social capital in the context of public crisis governance. This paper analyzes the internal relationship between social capital and the function of government crisis management, and analyzes and summarizes the present situation and causes of the lack of social capital in the management of public crisis in China. Then it puts forward the path that can be chosen by modern social capital to improve the performance of government's public crisis management.
