民主:从投票到交往

【摘要】：共识是民主的规范性要求,如何在多元条件下达到共识是现代民主理论的主要难题。公共选择理论基于实证主义的研究框架,把理性个体的策略选择当作民主的基础,强调通过投票机制把不同个体的多元偏好汇总起来并形成社会选择。商议民主理论则认为投票并非是民主的唯一内容,公共领域中的交往也是民主的内涵。它期望人们通过无强制的交往达成共识,认为个体偏好可以运用交往理性通过"更佳论证力量"的商谈而得到改变。商议民主理论在总体上虽然有些理想化,但它所提出的许多方法、观点,对解决现代社会的各种分歧包括政治分歧,具有重要的参考价值。
[Abstract]:Consensus is the normative requirement of democracy. How to reach consensus under pluralistic conditions is the main problem of modern democratic theory. Based on the research frame of positivism, the theory of public choice regards the strategic choice of rational individual as the basis of democracy, and emphasizes that the multiple preferences of different individuals can be aggregated by voting mechanism to form social choice. The theory of deliberative democracy holds that voting is not the only content of democracy, and communication in the public sphere is also the connotation of democracy. It expects people to reach a consensus through non-compulsive communication and think that individual preferences can be changed through "better argumentation" negotiation by means of communicative rationality. Although the theory of deliberative democracy is idealized on the whole, its many methods and viewpoints have important reference value for solving all kinds of differences in modern society, including political differences.
