民主的好坏并非由民主本身来检验——与蒋德海教授商榷

【摘要】："中国式民主"从其提出的语境来看,不是对我国现阶段民主建设的理论概括与抽象,而是对中国民主发展目标的理性诉求,换言之,"中国式民主"不是概念,而是一种关于民主的实践理念。由于中西民主各有其实现的前提与界限,因此,坚持以"中国式民主"实践理念为引领,不仅是推进中国民主建设的正确途径,也是防止其沦于现代诡辩的有效方式。民主是"表",它必须服从和服务于国家和社会发展之"里",因此,检验"中国式民主"好坏的标准,不在民主本身,而在民主之外,即它是否与国家和社会发展具有正相适应度。
[Abstract]:From its context, "Chinese democracy" is not a summary and abstraction of the theory of democracy construction in China at the present stage, but a rational demand for the development goal of Chinese democracy. In other words, "Chinese democracy" is not a concept. It's a practical idea about democracy. Since Chinese and Western democracies have their own preconditions and limits to be realized, it is not only the correct way to promote the construction of democracy in China, but also the effective way to prevent them from falling into modern sophistry by adhering to the practical concept of "Chinese democracy". Democracy is a "form", and it must obey and serve the "inside" of national and social development.Therefore, the criterion for testing the quality of "Chinese-style democracy" is not democracy itself, but outside of democracy. That is, whether it has a positive degree of adaptation to national and social development.
