国家的现代性理解

【摘要】：理解国家的现代性本质,在于提升国民对国家的认同,增强国家意识。古代中国对国家合法性的认同,不是建立在政治理性的基础上。西方传统政治思想对国家的认识异于传统中国。无论是传统中国还是西方,对国家的理解都不太可能站在现代的立场和角度。现代西方学者对国家的理解回避了国家的阶级性。但仅说明国家的阶级性,还不足以理解国家走向现代化过程中的价值坐标和治理指向。就国家的现代性而言,国家建立的基础是人民主权,法治化是国家现代性的表达,依法治权将权力和法治进行了现代性对接,公民个体权利具有了国家现代性意蕴,常态性的反腐不断地增加国家治理的现代性因素。人类命运共同体意识是国家现代性内质的外在彰显。没有现代性的国家理解、认同和意识,无法真正有效构建国家治理体系和治理能力现代化。
[Abstract]:To understand the nature of modernity lies in enhancing the national identity and national consciousness. The recognition of state legitimacy in ancient China is not based on political rationality. The western traditional political thought is different from the traditional China in understanding the country. Whether traditional China or the West, the understanding of the state is unlikely to stand in a modern position and perspective. The modern western scholars' understanding of the state evades the class nature of the state. However, it is not enough to understand the value coordinate and governance direction in the process of modernization. As far as the modernity of the country is concerned, the foundation of the state is the sovereignty of the people, the rule of law is the expression of the modernity of the country, the power of ruling by law is connected with the rule of law by modernity, and the individual rights of citizens have the implication of national modernity. The normal anti-corruption constantly increases the modernity factor of national governance. The sense of community of human destiny is the external manifestation of national modernity. A country without modernity can not understand, identify with and realize the modernization of governance system and governance ability.
