倡导联盟框架：解析和应用

【摘要】： 倡导联盟框架是一种公共政策过程理论,它由美国学者保罗·A·萨巴蒂尔等人于二十世纪八十年代提出,至今已在众多国家、诸多政策领域得到广泛的应用与检验。它着眼于现代社会中公共政策的复杂性,试图提出能将其进行有效简化的理论工具,进而实现对复杂政策过程全面、深入的理解。与其它政策过程理论相比,倡导联盟框架关注政策子系统中因共同政策信念而致力于协调行动的政策活动者所构成的“倡导联盟”,关注基于政策信念的政策取向学习与政策变迁之间的关系,同时也关注影响政策子系统的外部因素及其作用机理,提出了引发政策变迁的多种途径。近年来,中国学者也逐渐开始运用它来分析中国的政策变迁,但在大规模应用之前亟待对这一理论分析工具本身开展系统性研究。鉴于此,本文探究了倡导联盟框架形成发展的背景与历程,剖析了其基本概念、核心观点与整体逻辑,考察了它在国外接受检验和应用的情况,并用之解释中国近年来医疗卫生政策的变迁过程。在此基础上,结合个案应用情况评估了倡导联盟框架应用于中国政策过程的解释力,并针对当代中国公共政策实践过程的特征对其做出相应的拓展与修正。
[Abstract]:The advocacy alliance framework is a kind of public policy process theory, which was put forward by Paul A. Sabatil and others in the 1980s. It has been widely used and tested in many countries and many policy fields. Focusing on the complexity of public policy in modern society, it tries to put forward a theoretical tool which can simplify it effectively, so as to realize a comprehensive and in-depth understanding of the complex policy process. In contrast to other policy process theories, the advocacy alliance framework focuses on the "advocacy alliance" of policy actors in the policy subsystem who are committed to concerted action on the basis of common policy beliefs, This paper focuses on the relationship between policy orientation learning based on policy belief and policy change. At the same time, it also pays attention to the external factors that affect the policy subsystem and its mechanism of action, and puts forward many ways to cause policy change. In recent years, Chinese scholars have gradually begun to use it to analyze the policy changes in China, but it is urgent to carry out systematic research on this theoretical analysis tool itself before it is applied on a large scale. In view of this, this paper explores the background and course of the formation and development of the advocacy alliance framework, analyzes its basic concepts, core views and overall logic, and examines its acceptance and application abroad. It is also used to explain the changing process of China's medical and health policy in recent years. On the basis of this, this paper evaluates the explanatory power of the advocacy alliance framework applied to the Chinese policy process in combination with the case application, and extends and modifies it according to the characteristics of the contemporary Chinese public policy practice process.
