分层视野中的政策民主

【摘要】：民主的数量并不决定民主的质量。根据民主事务的性质,民主分层为政治民主和政策民主,两者有着不同的运行轨迹并相得益彰。实践中存在两种错误倾向:一是一些本属于政治民主事务而应广泛听取社会各方意见的却遮遮掩掩;二是一些政策民主问题却不适当地引发了政治民主的力量或采用了政治民主的解决办法。其中以政策民主的问题尤甚。政策民主是决定公共利益是否存在和能否实现的主要机制。政策民主面临传统再分配问题以及新形势下网络舆论的严峻挑战。政策民主必须在理顺政策体制机制、加强社会组织建设以及准确把握政策性质的基础上,选择适当的民主方式,同时要讲究民主的技术和艺术,掌握好民主的时机、节奏、范围、程度,并做到政策过程关键环节各方意见的公开陈述和辩论。
[Abstract]:The quantity of democracy does not determine the quality of democracy. According to the nature of democratic affairs, democratic stratification is political democracy and policy democracy, which have different operating tracks and complement each other. There are two wrong tendencies in practice: one is that some political democratic affairs should be widely listened to the views of all parties in society, and the other is that some policy democratic problems have improperly triggered the power of political democracy or adopted the solution of political democracy. Among them, the problem of policy democracy is particularly serious. Policy democracy is the main mechanism to determine whether the public interest exists and can be realized. Policy democracy faces the problem of traditional redistribution and the severe challenge of network public opinion under the new situation. Policy democracy must choose appropriate democratic methods on the basis of straightening out the policy system and mechanism, strengthening the construction of social organizations and accurately grasping the nature of the policy. At the same time, it must pay attention to the technology and art of democracy, master the timing, rhythm, scope and degree of democracy, and make public statements and debates on the views of all parties in the key links of the policy process.
