【摘要】：正人类历史上出现过很多文明古国,此消彼长、兴衰更替,只有中华文明延续至今,从未间断。中华文明之所以能历经劫难而不断复兴,迎来一轮又一轮的盛世景象,就是因为中国历代政府始终重视文化建设,"治国以教化为先",打造出一个文化大国。国家财政在古代文化大国建设中发挥了重要作用。以财辅文在春秋战国时期,各国君主和一些封君就开始大规模"养士",用优厚的待遇吸引各方面的人才,推动文化建设。《国语·齐语》记载齐桓公养

The reason why Chinese civilization can be revived through disaster and ushered in round after round of prosperous times is because Chinese governments have always attached importance to cultural construction, "the rule of the country takes enlightenment as the first" to create a cultural power.
