【摘要】：新世纪以来我国经济高速发展,经济总量已跃居世界第二,全面建成小康社会已到关键阶段,然而必须承认的是,各种环境问题也已成为困扰我国进步与发展的重大难题。面对如此严峻的形势,党中央围绕环境保护,生态文明建设采取了一系列措施,这些生态保护思想与生态文明建设措施构成了新世纪中国共产党生态文明建设的思想与实践内容。本文试图对我国在21世纪以后的生态文明建设思想和实践进行了梳理、分析,并提出今后的努力方向。首先,本文对新世纪以来党的生态建设思想进行了探讨研究。分析了新世纪中国共产党生态文明建设思想的理论渊源,具体包括马克思恩格斯的生态思想、新世纪前主要中央领导人的生态思想、中国古代生态思想和西方可持续发展理论;以此作为理论基础,形成了“人与自然和谐发展”、“节约资源、保护环境”、“建立两型社会”、“绿色发展、循环发展、低碳发展”以及“生态生产力”等具有中国特色的生态文明建设思想,这些思想继承和发展了马克思恩格斯的生态思想和中国特色社会主义理论体系内容。其次,本文对新世纪中国共产党生态文明建设的实践内容进行了分析研究。从加大生态文明建设财政投入力度,优化国土空间开发格局,全面促进资源节约,加大自然生态系统和环境保护力度,加强生态文明制度建设这五个方面进行分析探讨,论述了新世纪中国共产党生态文明建设的实践内容。最后,本文在理解新世纪中国共产党生态文明建设思想的基础上,针对生态文明建设实践过程中显露出的问题与不足,论述了我国生态文明建设的下一步努力方向,主要从大力推进生态文明建设的良好社会风尚、建立健全生态文明建设制度体系、重点推进对空气和水资源的污染防治这三个方面进行了建议和论证。本文研究过程中的创新之处,主要体现在对我国生态文明建设的实践分析方面。搜集整理国家环境保护财政投入数据,直观地展示出新世纪以来生态文明建设在国家发展中的地位。不足之处是在本文的最后一章,生态文明建设的努力方向部分,论述分析较浅,有待在今后加强研究。
[Abstract]:Since the new century, China's economy has developed at a high speed, the total economic volume has leapt to the second place in the world, and the building of a well-off society in an all-round way has reached a critical stage. However, it must be acknowledged that it is. A variety of environmental problems have become a major problem for the progress and development of our country. In the face of such a grim situation, the Party Central Committee has taken a series of measures around environmental protection and ecological civilization construction. These ecological protection thoughts and ecological civilization construction measures constitute the ideological and practical contents of the ecological civilization construction of the Communist Party of China in the new century. This paper attempts to advance the ecological civilization construction thought and practice of our country after 21th century. All right, combing. First of all, this paper probes into the Party's ecological construction thought since the new century, and analyzes the theoretical origin of the Party's ecological civilization construction thought in the new century. It includes the ecological thought of Marx and Engels, the ecological thought of the main central leaders before the new century, the ancient Chinese ecological thought and the western theory of sustainable development. Based on this theory, "harmonious development of man and nature", "conservation of resources, protection of the environment", "building a two-type society", "green development, circular development" have been formed. Low-carbon development "and" ecological productivity "with Chinese characteristics of ecological civilization construction ideas. These thoughts inherit and develop Marx and Engels' ecological thought and the content of socialism theory system with Chinese characteristics. Secondly. This paper analyzes and studies the practical contents of the construction of ecological civilization of the Communist Party of China in the new century, from increasing the financial input of ecological civilization construction, optimizing the pattern of land and space development, and promoting the conservation of resources in an all-round way. This paper analyzes and discusses the five aspects of strengthening the protection of natural ecosystem and environment, strengthening the construction of ecological civilization system, and discusses the practical contents of the construction of ecological civilization of the Communist Party of China in the new century. On the basis of understanding the construction thought of ecological civilization of the Communist Party of China in the new century, this paper discusses the next step of the construction of ecological civilization in China in view of the problems and deficiencies in the practice of ecological civilization construction. Mainly from vigorously promote the good social custom of ecological civilization construction, establish and perfect the system system of ecological civilization construction. Emphasis on the promotion of air and water pollution prevention and control of these three aspects of the recommendations and arguments. It is mainly reflected in the practical analysis of the construction of ecological civilization in China, and the collection and collation of national environmental protection financial input data. Intuitively show the status of ecological civilization construction in the national development since the new century. The deficiency is in the last chapter of this article, the direction of the construction of ecological civilization, discussed and analyzed shallowly. The research needs to be strengthened in the future.
