环保类社会组织参与重庆生态治理的能力建设研究

【摘要】:近年来,随着我国不断的改革开放,各个领域都进入了转型发展的关键时期。生态文明建设从顶层设计阶段逐步转入方案的具体落实时期,一系列政策不断落地。社会组织的发展壮大,使得重庆生态文明建设走上了新的征程。改革开放30年,中国经济不断的以较高速度在增长,但同时生态问题也越来越严重,生态环境再也承担不起这种消耗式的发展道路。中国迫切呼唤用生态治理的方式来化解这场风波。十八大报告更是将生态建设纳入发展的总体布局,形成政治、经济、文化、社会、生态建设五位一体并列发展的新格局。在此背景之下,环保类社会组织的参与,势必会改变生态治理的局面,形成多元共治的新格局,给现阶段的重庆生态治理注入新的活力。本研究首先在分析生态治理背景和重庆生态治理的客观现状,分析现行政府的政策指引的方向,为本研究找到政策依据,在此基础上展开文献研究,在理论上为本研究找到依据和支撑。为什么要进行能力的建设,以及要建设怎样的能力,是本研究所要解决的核心问题,在第三章,本研究首先从重庆生态治理和环保类社会组织参与的现状入手分析了现状,明确了环保类社会组织参与重庆生态治理的客观现实,建设缘由以及能力建设的价值和重要性。在解决能力建设缘由的基础上,本研究积极探索环保类社会组织要建设怎样的能力才能更好的开展生态治理。通过访谈和文献研究,得出亟需建设的三种能力:专业能力、共治能力和发展能力。明确了这三种能力,那么如何建设能力又是本研究接下来要解决的问题。本研究找到影响能力建设的四种因素,构建模型,提出假设,用实证研究的方法找到制约环保类社会组织能力建设的因素,并在此基础上探究解决方案,最终形成对于环保类社会组织参与重庆生态治理的能力假设的政策建议与保障其能力建设的保障机制。
[Abstract]:In recent years, with the continuous reform and opening up in China, all fields have entered a critical period of transition and development. The construction of ecological civilization has gradually shifted from the top design stage to the concrete implementation period of the plan. A series of policies continue to fall to the ground. The development of social organizations makes the construction of ecological civilization in Chongqing embark on a new journey. 30 years of reform and opening up, China's economy continues to grow at a higher speed. But at the same time, ecological problems are becoming more and more serious. The ecological environment can no longer afford this kind of consumptive way of development. China urgently calls for the way of ecological governance to resolve the storm. 18 report will bring ecological construction into the overall layout of development and form politics. Under this background, the participation of environmental protection social organizations will inevitably change the situation of ecological governance and form a new pattern of pluralistic and co-governance. This study first analyzes the background of ecological governance and the objective situation of ecological governance in Chongqing, and analyzes the direction of the current government policy guidance. To find the policy basis for this study, on the basis of literature research, in theory for this study to find the basis and support. Why to build capacity, and what kind of capacity to build. It is the core problem to be solved in this research. In the third chapter, this study first analyzes the status quo of the participation of ecological governance and environmental protection social organizations in Chongqing. It clarifies the objective reality, the cause of construction and the value and importance of capacity building of environmental protection social organizations participating in ecological governance in Chongqing. On the basis of solving the causes of capacity building. This study actively explores what kind of capacity environmental protection social organizations should build in order to better develop ecological governance. Through interviews and literature research, we can get three kinds of abilities that need to be built: professional ability. The co-treatment ability and development ability. Identified these three capabilities, then how to build capacity is the next problem to be solved in this study. This study found four factors that affect capacity building, build the model, put forward the hypothesis. Using the method of empirical research to find the constraints of environmental protection social organization capacity building factors, and on this basis to explore solutions. Finally, the policy recommendations on the assumption of the ability of environmental protection social organizations to participate in the ecological governance of Chongqing and the guarantee mechanism of ensuring their capacity construction are formed.
