生态文明建设视角下的太原市环境保护研究

【摘要】:生态文明建设能够有效缓解经济发展对资源、环境、生态产生的巨大压力,同时协调人类和自然两者之间的关系,促进我国经济社会的可持续发展。太原市是我国重要的能源、工业基地,在我国经济发展中占有重要地位。但长期以资源产业为主的经济结构,严重破坏了太原市生态环境,对太原市经济社会的发展起到了阻碍作用。因此,太原市目前的首要任务就是在生态文明建设的指导下加快环境保护的步伐。从生态文明建设的角度来说,目前关于太原市环境保护的研究还不是很多,笔者试图从生态文明建设的角度构建一套有关太原市环境保护的评价指标体系,并在分析环境保护现状的基础上,利用此评价指标体系,找出环境保护实施过程中仍然存在的问题,提出相应解决措施。这对于太原市的环境保护来说具有非常重大的意义。本文主体可分为三部分:第一部分基于生态文明建设和环境保护的相关理论研究,分析太原市生态环境影响因素;第二部分通过建立评价指标体系对生态文明建设视角下太原市环境保护进展情况进行综合评价;第三部分针对评价结果分析找出太原市环境保护的实施过程中存在的具体问题,提出相应的对策和建议。本文以太原市环境、经济、社会发展的现状条件为基础,在生态文明建设指导下,以《国家生态园林城市标准》和《生态县、生态市、生态省建设指标(修订稿)》为评价标准,建立评价指标后,利用熵值法确定指标权重,运用主成分分析法对太原市环境保护进展情况进行评价。由评价结果分析可知,太原市环境保护进展较为顺利,但在环境保护实施过程中仍存在一系列问题,还有极大的改进空间。最后结合太原市的具体情况,提出相应的对策建议,如加强制度建设、确保规划实施、鼓励技术创新、加强生态环境治理、积极推进绿色发展和推广环境保护宣传教育等,以期为生态文明建设视角下太原市环境保护的实施提供一些参考。
[Abstract]:The construction of ecological civilization can effectively alleviate the enormous pressure of economic development on resources, environment and ecology, and coordinate the relationship between human beings and nature at the same time. Taiyuan is an important energy and industrial base in China, which plays an important role in the economic development of our country. However, it is a long-term economic structure dominated by resource industry. Serious damage to the ecological environment of Taiyuan City, the economic and social development of Taiyuan City has played an obstacle role. The primary task of Taiyuan is to accelerate the pace of environmental protection under the guidance of ecological civilization construction. From the point of view of ecological civilization construction, there are not many studies on environmental protection in Taiyuan. The author tries to construct a set of evaluation index system about Taiyuan environmental protection from the angle of ecological civilization construction, and on the basis of analyzing the present situation of environmental protection, using this evaluation index system. Find out the problems that still exist in the implementation of environmental protection. This paper can be divided into three parts: the first part is based on the construction of ecological civilization and environmental protection related theoretical research. The influencing factors of ecological environment in Taiyuan are analyzed. The second part comprehensively evaluates the progress of environmental protection in Taiyuan under the perspective of ecological civilization construction through the establishment of evaluation index system. The third part analyzes the evaluation results to find out the specific problems in the implementation of environmental protection in Taiyuan, put forward the corresponding countermeasures and suggestions. Based on the present conditions of social development, under the guidance of ecological civilization construction, the evaluation criteria are "National Ecological Garden City Standard" and "Ecological County, Ecological City, Ecological Province Construction Index" (revised draft). After the establishment of the evaluation index, the entropy method is used to determine the index weight, and the principal component analysis method is used to evaluate the progress of the environmental protection in Taiyuan. From the analysis of the evaluation results, the progress of the environmental protection in Taiyuan is relatively smooth. However, there are still a series of problems in the implementation of environmental protection, and there is great room for improvement. Finally, combined with the specific situation of Taiyuan City, the corresponding countermeasures and suggestions are put forward, such as strengthening the construction of the system to ensure the implementation of the planning. To encourage technological innovation, strengthen ecological environment management, actively promote green development and promote environmental protection publicity and education, in order to provide some references for the implementation of environmental protection in Taiyuan under the perspective of ecological civilization construction.
