江西建设生态文明先行示范区的绿色科技支撑研究

【摘要】：生态文明是人类文明发展的一个新的阶段,是人类为了保护和建设美好的生态环境而取得的物质成果、精神成果的总和,反映了社会的文明进步。近年来江西在生态文明建设方面取得了显著的成就,生态是江西最大的优势,绿色是江西最亮的品牌。2014年11月20日,国家六部委正式批复《江西省生态文明先行示范区建设实施方案》,标志着江西省生态文明先行示范区建设上升为国家层面,成为全省又一项重大国家战略。2015年1月省十二届人大四次会议审议通过《关于大力推进生态文明先行示范区建设的决议》,是省委省政府切实落实国家六部委批复的具体举措。2016年8月12日,中共中央办办厅、国务院办公厅印发了《关于设立统一规范的国家生态文明试验区的意见》,将福建、江西和贵州纳入首批统一规范的国家生态文明试验区,以探索形成可以在全国复制推广的成功经验。推进江西生态文明先行示范区建设,需要绿色科技的支撑。本文秉承“生态立省、绿色发展”的理念,以江西建设生态文明先行示范区的绿色科技需求为基本出发点,对本示范区建设的绿色科技支撑展开研究,本文共包含以下几部分:第一部分是绪论,重点阐述了问题的提出及研究的意义、国内外生态文明建设和绿色科技发展的研究现状及研究的内容和方法;第二部分对生态文明先行示范区和绿色科技相关概念进行合理界定;第三部分从绿色科技能够有效的促进生态经济的发展、促进能源资源的合理利用、促进自然生态环境的改善、促进生态人居环境的优化和促进生态文化的繁荣以及生态文明先行示范区建设为绿色科技提供政策导向和提供行政支持这些方面阐述江西建设生态文明先行示范区与绿色科技的良性互动;第四部分梳理了江西生态文明示范区建设与绿色科技发展现状与存在的问题并分析其原因;第五部分总结了国内经济发达省市、亚洲经济发达国家和欧美科技强国绿色科技发展的经验并进一步分析其对江西生态文明先行示范区建设的启示;第六部分通过从树立绿色科技观、提升绿色科技创新能力、推动绿色科技走产业化经营、加强发展绿色科技制度建设这四条路径来阐述如何发展绿色科技来支撑江西生态文明先行示范区的建设;第七部分是本文的结语。通过研究,有利于理清绿色科技与生态文明先行示范区建设之间的关系,寻找二者的紧密结合点,为江西生态文明先行示范区建设提供理论和决策参考;有利于为绿色科技支撑生态文明建设的有效实施探寻相关对策;有利于打造美丽中国的“江西样板”,同时为全国生态文明建设提供经验借鉴和模式参考。
[Abstract]:Ecological civilization is a new stage in the development of human civilization. It is the sum of material and spiritual achievements made by human beings in order to protect and build a beautiful ecological environment. It reflects the progress of social civilization. In recent years, Jiangxi has made remarkable achievements in ecological civilization construction. Ecology is Jiangxi's biggest advantage, and green is Jiangxi's brightest brand. In November 20th 2014, The implementation plan for the construction of the ecological civilization first demonstration zone in Jiangxi Province has been formally approved by six ministries and commissions of the state, which marks the rise of the construction of the ecological civilization first demonstration zone in Jiangxi Province to the national level. In January 2015, the fourth session of the 12 Provincial people's Congress deliberated and adopted the Resolution on vigorously promoting the Construction of Ecological Civilization demonstration zones, which is the reply of the provincial party committee and the provincial government to earnestly implement the six ministries and commissions. In August 12th 2016, The Central Committee of the CPC Central Committee, the General Office of the State Council, and the General Office of the State Council issued the "opinions on the Establishment of a uniform and standardized National Ecological Civilization Experimental area," which included Fujian, Jiangxi, and Guizhou as the first batch of unified and standardized national ecological civilization experimental areas. In order to explore and form a successful experience that can be replicated and popularized in the whole country, we need green science and technology to promote the construction of the ecological civilization demonstration zone in Jiangxi. This paper adheres to the idea of "establishing a province of ecology and developing green". Based on the requirement of green science and technology in the construction of ecological civilization demonstration zone in Jiangxi Province, this paper studies the green science and technology support of the construction of the demonstration area. The paper includes the following parts: the first part is the introduction. The research status, contents and methods of ecological civilization construction and the development of green science and technology at home and abroad are discussed in detail. The second part defines the ecological civilization demonstration area and the concept of green science and technology reasonably. The third part can effectively promote the development of ecological economy and the rational use of energy resources from the green science and technology. Promoting the improvement of the natural ecological environment, To promote the optimization of ecological living environment and the prosperity of ecological culture and the construction of ecological civilization first demonstration zone to provide policy guidance and administrative support for green science and technology, the paper expounds the construction of ecological civilization in Jiangxi in advance demonstration. The positive interaction between district and green technology; Part 4th combs the present situation and existing problems of ecological civilization demonstration zone construction and green science and technology development in Jiangxi Province, and analyzes the reasons for it. Part 5th summarizes the developed provinces and cities in China. The experience of the development of green science and technology in developed countries in Asia and in Europe and the United States and in Europe and the United States, and further analysis of its enlightenment to the construction of the ecological civilization pilot zone in Jiangxi. 6th through the establishment of a green science and technology concept to enhance the ability of green science and technology innovation, The four ways of promoting the industrialization of green science and technology and strengthening the construction of green science and technology system to explain how to develop green science and technology to support the construction of the ecological civilization demonstration zone in Jiangxi; part 7th is the conclusion of this paper. It is helpful to clarify the relationship between green science and technology and the construction of ecological civilization demonstration zone, to find the close combination of the two, and to provide theoretical and decision-making reference for the construction of ecological civilization first demonstration zone in Jiangxi Province. It is beneficial to explore the relevant countermeasures for the effective implementation of green science and technology to support the construction of ecological civilization, to build a "Jiangxi model" for beautiful China, and to provide experience and model reference for the construction of national ecological civilization.
