PPP模式下湘潭九华污水处理厂风险管理研究

【摘要】：国务院2014年发布的《关于创新重点领域投融资机制鼓励社会投资的指导意见》指出了为推进经济结构战略性调整,迫切需要在公共服务、资源环境、生态建设、基础设施等重点领域进一步创新投融资机制,充分发挥社会资本特别是民间资本的积极作用。在政府支持下,污水处理领域引入PPP模式充分将政府部门与私营部门的优势资源进行整合,使整个项目达到风险合理分担、公共部门和私营部门利益共享的目的。公共部门运用社会协调与组织能力和权威承担征地、拆迁等工作,而私营部门在筹资、技术、经验等方面有相对优势负责项目的运营、维修和建造等工作。这种优势互补可以实现公共部门、私营部门以及社会福利的三赢局面。但是由于PPP模式下的污水处理项目参与方众多,建设与经营周期较长,投资规模大、相较于传统融资而言,需要面对更大的风险。所以,如何有效地识别PPP项目存在的风险,并实现风险的合理化分担,最后采取有效的管理手段进行风险应对是目前面临的主要问题。本文通过对大量的文献资料进行查阅,首先介绍了PPP模式的基本概念、PPP模式的分类、PPP模式的特点,对我国污水处理项目在采用PPP模式的运作程序与设置的组织架构进行了概述,接着分析了运用PPP模式开展污水处理项目所存在的风险进行识别并予以评估,最后,以湘潭九华污水处理厂为例,通过模糊数学法与层次分析法进行评价模型的构建,并依据风险评价,提出要加强污水处理厂项目的统筹规划、建立或完善污水处理厂的运作监管机制、引入系统和软件工具对项目风险进行测度、细化与完善项目后期终止或者回购方案、加强项目合同对各参与方的约束力等污水处理PPP项目的风险管理优化对策。
[Abstract]:The guidance on innovative Investment and financing mechanisms in key areas, issued by the State Council in 2014, points out that in order to promote the strategic adjustment of the economic structure, there is an urgent need for public services, resource environment, and ecological construction.Infrastructure and other key areas will further innovate investment and financing mechanisms and give full play to the positive role of social capital, especially private capital.With the support of the government, the PPP model is introduced into the sewage treatment field to integrate the superior resources between the government and the private sector, so that the whole project can share the risks reasonably and benefit the public and private sectors.The public sector uses social coordination and organizational capacity and authority to undertake land requisition, demolition and relocation, while the private sector has comparative advantages in financing, technology, experience, and so on, in charge of project operation, maintenance and construction.This complementary advantage can lead to a triple win for public, private and social welfare.However, due to the large number of participants in sewage treatment projects under the PPP model, the construction and operation cycle is longer, and the scale of investment is large, compared with the traditional financing, we need to face a greater risk.Therefore, how to effectively identify the risks existing in PPP projects, realize the rational sharing of risks, and finally take effective management measures to deal with the risks is the main problem.This paper first introduces the basic concept of PPP mode and the characteristics of the classification of PPP model, and summarizes the operation procedure and organization structure of adopting PPP mode in sewage treatment projects in China.Then it analyzes the risk of using PPP model to identify and evaluate the wastewater treatment project. Finally, taking Xiangtan Jiuhua sewage treatment plant as an example, the evaluation model is constructed by fuzzy mathematics method and analytic hierarchy process.According to the risk evaluation, it is proposed to strengthen the overall planning of the sewage treatment plant project, establish or perfect the operation supervision mechanism of the sewage treatment plant, and introduce the system and software tools to measure the project risk.Refine and perfect the project termination or repurchase scheme, strengthen the binding force of the project contract on the parties involved in sewage treatment PPP project risk management optimization measures.
