统筹自然资源资产管理和自然生态监管体制改革

【摘要】：正习近平总书记在党的十九大报告中指出,"改革生态环境监管体制。加强对生态文明建设的总体设计和组织领导,设立国有自然资源资产管理和自然生态监管机构,完善生态环境管理制度,统一行使全民所有自然资源资产所有者职责,统一行使所有国土空间用途管制和生态保护修复职责,统一行使监管城乡各类污染排放和行政执法职责"。这意味着,生态文明体制改革必将提速,当务之急是推进生态环境监管体制改革,部门职能及相互关系有待深入研究。
[Abstract]:General Secretary Xi Jinping pointed out in the party's 19th CPC National Congress report, "to reform the ecological environment regulatory system. To strengthen the overall design and organizational leadership over the construction of ecological civilization, to establish state-owned natural resources asset management and natural ecological supervision bodies, to improve the ecological environment management system, and to exercise unified responsibility for the ownership of all the natural resources assets owned by the whole people. Unified exercise of all land and space use control and ecological protection and restoration responsibilities, unified supervision of urban and rural pollution emissions and administrative law enforcement responsibilities. " This means that the reform of ecological civilization system will speed up. The urgent task is to promote the reform of ecological environment supervision system.
